PARKING: Off-street parking shall be provided and comply with the following: 4 � i (1) All new parking spaces,driveways, and maneuvering areas shall be surfaced and permanently maintained with base material of appropriate depth and asphalt concrete or Portland cement concrete to provide a durable, dust-free surface. Bumper-guards shall be provided when necessary to protect adjacent structures or properties. (Development Title Section 9-1015.5) (2) For Phase 1, a minimum of 18 additional parking spaces shall be provided, including two handicapped parking spaces. For Phase 2, a minimum of 68 additional parking spaces (including the 18 of Phase 1) shall be provided (124 ` total), including 5 handicapped parking spaces. (For the existing church, .33 spaces are required for each seat. For the classrooms, .2 spaces are required for each student. For the multi-purpose building, .67 spaces are required for each 1,000 square feet.) (Development Title Section 9-11115.3) 3 (3) One bicycle parking rack or storage device is required for every 20 new parking spaces. (Development Title Section 9-1015.7) (4) The construction site plan shall indicate the following: A. Provide parking forthe physically disabled. The spaces shall be located as close as possible to the primary entrance (CCR, Title 24). B. Provide identification signs for the parking spaces, including the 'tow away' sign, at each entrance or visible from each space (CCR, Title 24). C. The slope of a parking space shall not exceed 1/4 inch per foot (CCR, Title 24). D. Five handicapped parking spaces are required. f. LIGHTING: Lighting shall be provided and comply with the following: (1) If the parking area is to be used at night, parking lot and security lighting shall be installed. (Development Title Section 9-1015.5[g]) (2) Any lighting shall be designed to confine direct rays to the premises. No spillover beyond the property lines shall be permitted except onto public thoroughfares, provided, however, that such light shall not cause a hazard to motorists. (Development Title Section 9-1015.5[g][4]) l - g. LANDSCAPING: Landscaping shall be provided and comply with the following: (1) A minimum ten-foot-wide landscaped strip, respecting the ultimate right-of-way width of Ione Street and Grace Street,shall be installed across the frontage of the new parking area. (2) All areas not used for buildings, parking, driveways,walkways, approved outdoor storage areas, oe other permanent facilities shall be landscaped.
