Other requirements may also apply. These requirements cannot be modified. A. Prior to final occupancy,applicant shall obtain discharge requirements from the California Regional Water Quality Control Board, Central Valley Region,prior to development(Water Code,Article 5, Section 13280). AB. Prior to issuance of building permits,The Environmental Health Department requires a soil J suitability/nitrate loading study incorporating proposed staff and customer use, indicating that the area is suitable for septic tank usage(San Joaquin County Development Title, Section 9-1105.2(d)). A nitrate loading study is required,and a review fee of$475.00 must be paid at time of submittal to the Environmental Health Department. The sewage disposal system shall comply with the on site sewage standards of San Joaquin County prior to approval. A percolation test that meets absorption rates of the manual of septic tank practice or E.P.A. Design Manual for onsite wastewater treatment and disposal system is required for each parcel. A permit fee of$95.00 per percolation hole is required. C. Prior to issuance of building permit(s),the existing private water wells shall be tested for the chemical Dibromochloropropane(DBCP)and nitrates. Samples are to be taken and analyzed by a State- approved laboratory..(San Joaquin County Development Title, Section 9-1115.7). D. Construction of individual sewage-disposal-system(s)under permit and inspection by the Environmental Health Department is required at the time of development based on the Soil Suitability findings (San Joaquin County Development Title, Section 9-11.10.3 &9-1110.4). DE. Construct water well under permit and inspection of the Environmental Health Department prior to occupancy. Should the number of non-resident individuals exceed 24 for at least 60 days per year,or the number of service connections exceed four,a yearly permit to operate a public water system will be required by the Environmental Health Department(San Joaquin County Development Title, Section 9-1120.2 and 9-1115.9.). The supplier must possess adequate financial, managerial, and technical capability to assure delivery of pure,wholesome,and potable drinking water in accordance with San Joaquin County Development Title, Sections 9-1120.2 and 9-1115.9 and C.C.R., Title 22, and Health and Safety Code, Section 116525 through 116570. F. Any geotechnical drilling shall be conducted under permit and inspection by The Environmental Health Department(San Joaquin County Development Title, Section 9-1115.3 and 9-1115.6).
