Overriding Considerations <br /> Although implementation of the proposed project could result in disturbance or <br /> removal of four archaeologically sensitive areas, application of mitigation measures <br /> presented in the Program EIR will reduce the likelihood of impacts. As noted in Section <br /> 15126.4 of the State CEQA Guidelines, compliance with current standards for treatment <br /> of archaeological/historical properties will generally avoid a significant effect. However, <br /> where an archaeological/histodcal resource is to be demolished, documentation of the <br /> resource usually falls short of full mitigation. Accordingly, the Program EIR identified <br /> the potential for loss of archaeological resources as a significant adverse unavoidable <br /> impact. <br /> The City of Stockton and San Joaquin County will further evaluate the extent and <br /> significance of archaeological resources in the study corridor prior to 'initiation of <br /> construction and, to the extent feasible, will avoid or preserve significant archaeological <br /> resources.
