Further, freeway <br /> widening would entail substantial environmental and community impacts. For these <br /> reasons, regional freeway improvements are not considered a viable alternative. <br /> Non-Motorized Transportation and Transportation Control Measures. Under this <br /> alternative, emphasis would be placed on bicycle circulation upgrades, park-and-ride <br /> -- lots signal coordination, rideshare programs and other forms of transportation control <br /> measures and non-motored travel. The 1996 Regional Transportation Plan includes a <br /> variety of these measures, along with freeway, roadway and transit improvements. <br /> However, the influence of such measures on mode choice is minimal. Considering that <br /> about 1500 vehicle trips in the peak hour would need to be eliminated from a corridor to <br /> justify the deletion of one travel lane, it is not reasonable to expect this alternative to <br /> serve as a feasible alternative to the project proposal. <br /> Alternative Mode System: .:Under this alternative, resources would be diverted <br /> from roadway improvements to_a system'of alternative, modes.including .commuter.rail <br /> service; multi-modal stations,'intercity and interregional bus service and high-occupancy <br /> vehicle lanes on Interstate 5 Interstate 205,=?State,Route 120 and 'State 3Route 99. <br /> Although.this alternative would Tsuccessfully;reduce vehicle taps, it.would not #easible <br /> attain the objectives "of the proposed "street.:improvements .f Further, Jto achieve the <br /> projected transit benefits, changes in land use patterns would be required. . These <br /> changes are not feasible in the short term and are not currently included in the long- <br /> term planned land uses in the City's General Plan. This alternative was eliminated from <br /> further consideration because it would not meet the basic objectives of the project. <br /> For the reasons stated in each of the -five alternative transportation mode <br /> sections above, the alternative transportation mode was not selected. <br /> 12 <br />
