Each of the noise <br /> level standards shall be reduced by 5 dB for noise primarily consisting of speech or music. <br /> Neighborhood Response <br /> The Community Development Department has received one letter in opposition and one letter in <br /> support of the project. The opposition expressed concerns regarding litter, traffic, noise, <br /> trespassing, public intoxication, verbal abuse, public services, and air pollution. <br /> Planning Commission <br /> Upon the completion and circulation of the Initial Study, the Community Development - <br /> Department will determine the recommendation to the Planning Commission and schedule the <br /> project to be heard at the Planning Commission with the following recommended Conditions of <br /> Approval: <br /> Revision of Approved Actions application PA-0900094 for previously approved Site <br /> Approval application PA-0900094 was approved by the Community Development <br /> Department on , which is the effective date of approval. This approval will expire on , <br /> which is 18 months from the effective date of approval. <br /> Unless otherwise specified, all Conditions of Approval and ordinance requirements shall be <br /> fulfilled prior to the establishment of the use and the issuance of any building permits. <br /> Those Conditions followed by a Section Number have been identified as ordinance <br /> requirements pertinent to this application. This Plan must show drainage, driveway access details <br /> including gates, on-site parking, landscaping, signs, existing and proposed utility services, <br /> and grading (refer to the "SITE PLAN CHECK LIST' for details). A fee is required for the <br /> Site Plan review. (Development Title Section 9-884) <br /> b) APPROVED USE: This approval is for a small winery to be constructed in two phases. <br /> Phase One includes the conversion of an existing 1,500 square foot agricultural building <br /> into a wine production building. Phase Two, (building permits to be issued within five years <br /> from the effective date of approval), will consist of converting an existing 1,500 square foot <br /> agricultural building and constructing a 2,750 square foot addition (total of 4,250 square <br /> feet) for barrel and case storage. Phase Two also includes the construction of a 1,500 <br /> square foot tasting room. The winery has the capacity to produce a minimum of 201 <br /> gallons of wine to a maximum of 36,000 gallons of wine per year. This approval also <br /> includes twelve (12) Marketing Events for a maximum of eighty (80) people, and outdoor <br /> amplified sound at events when permitted. (Use Type: Winery and Wine Cellars, Winery, <br /> Small) <br /> c) TASTING ROOM: The maximum size of a stand alone wine tasting room or structure or <br /> area designated for wine tasting within a multipurpose building at an on-site wine cellar <br /> shall not exceed thirty percent (30%) of the area designated for production facilities or two <br /> thousand (2,000) square feet, whichever is greater.
