a. An encroachment permit shall be required for all work within the right-of-way. (Note: Driveway <br /> encroachment permits are for flatwork only — all vertical features, including- but not limited to <br /> fences,walls, private light-standards, rocks, landscaping, and cobbles are not allowed in the right- <br /> of-way.) (Development Title Sections 9-1145.4 and 9-1145.5 <br /> b. The driveway approaches for all three phases shall be improved in accordance with the <br /> requirements of San Joaquin County Standards R-17 prior final inspection of Phase 1 <br /> construction. The northernmost driveway shall be revised so that it is at a right angle with Atkins <br /> Road. (Development Title Section 9-1145.5) <br /> c. All decorative rocks, cobbles, and landscaping shall be removed from the right-of-way along the <br /> entire frontage. <br /> d. Onsite parking stalls at the end of a row (e.g. the Phase III stall adjacent to Atkins Road) shall <br /> have the ability to navigate in and out(i.e. with a "hammerhead" or equivalent). <br /> e. The owner shall execute an "Irrevocable-Offer and Agreement to Dedicate Road" to result in a <br /> twenty-five (25) foot wide right of way from the centerline of Atkins Road to the property line <br /> across the parcel's frontage. (A fee is required for processing per Development Title Table 9- <br /> 240.2 in addition to a copy of the Grant Deed and a legal description of the parcel to be offered <br /> for dedication.) The Regional Transportation Impact Fee shall be required for any incremental traffic resulting <br /> from this application. The fee is due and payable at the time of building permit application. The <br /> fee will be-based on the current schedule at the time of-payment. (Resolution R-06-38) <br /> h. A copy of the Final Site Plan shall be submitted prior to release of building permit. <br /> i. Verification shall be obtained from the Solid Waste Division (468-3066) that this development has <br /> met the requirements of the Waste Plan Format for Development Projects. Final Site Plan is <br /> required upon submittal of verification. <br /> j. The developer shall provide drainage facilities and meet the requirements of San Joaquin County <br /> Development Standards to prevent the increased runoff release rate of storm water from <br /> discharging onto other properties. Retention basins shall be fenced with six (6) foot high chain <br /> link fence or equal when the maximum design depth is 18 inches or more. Required retention <br /> basin capacity shall be calculated by a registered civil engineer, licensed contractor or licensed <br /> architect prior to release of Building Permit. (Development Title Section 9-1135) <br />
