Draft Supplemental Environmental Impact Report Page IV.D-13 J Forward Inc.Landfill 2014 Expansion Project air pollutant(concentration) data collected at the monitoring station in the vicinity of the project area on Hazelton Street in Stockton; located seven miles to the northwest of the -' Forward Landfill. Pollutant concentrations measured at this station should be representative of background air pollutant concentrations at the project site. However, background concentrations can vary among different locations within an area. Table IV.D-2 compares these measured air pollutant concentrations with CAAQS and NAAQS. The monitoring data show that ozone, PM,(,, and PM2.5 periodically exceeded the AAQS. A landfill gas to energy (LFGTE)plant is located near the northwest corner of the former Austin Road Landfill. The LFGTE was formerly owned and operated by Covanta and converts a portion of the LFG extracted from the former Austin Road Landfill into energy. Ownership of the plant was transferred to Forward in 2011. Forward now operates the plant, under the Permit to Operate (PTO) N-994 for a power generation facility issued by the SJVAPCD and this permit is valid until April 30,2013. Various emission limits are set on the LFGTE equipment by the SJVAPCD and routine source control testing is performed. The plant produces 760 kilowatts of electrical power that is supplied to PG&E under a long-term agreement.
