Therefore,the County determined that a Supplemental EIR is the appropriate document to ana- <br /> lyze the proposed 2014 Expansion Project. <br /> L <br /> D. SCOPE OF THIS SUPPLEMENTAL EIR <br /> On July 15, 2014 the San Joaquin County Planning Department circulated a Notice of Prepara- <br /> tion (NOP) to help identify the types of impacts that could result from changes to the proposed <br /> 2014 Expansion Project, as well as potential areas of controversy. The NOP was mailed to pub- <br /> lic agencies (including the State Clearinghouse),organizations, and individuals considered likely to <br /> be interested in the proposed Project and its potential impacts.The public comment period <br /> ended on August 15, 2014. Based on preliminary research into the potential environmental ef- <br /> fects of the Project and scoping, the County determined that potential new significant effects of <br /> the proposed Project would be limited to the topics of land use (including airport land use com- <br /> patibility) and agricultural resources,biological resources, traffic,noise, air quality, and health risk. <br /> The NOP and written comments received during the scoping period are included in Appendices <br /> A and B. <br /> L E. USES OF THIS SUPPLEMENTAL EIR <br /> This document is a project-level Supplemental EIR for the 2014 Forward Landfill Expansion <br /> Project. Its primary use is to provide CEQA compliant review of any changes to impacts <br /> identified in the 2013 EIR that may result from modifications to the proposed 2014 Expansion <br /> Project and changes to background conditions that have been identified since certification of the <br /> 2013 EIR. <br /> Under CEQA, a responsible agency is an agency other than the lead agency that has a legal <br /> responsibility for carrying out or approving a project or elements of a project (Public Resource <br /> Code [PRC] Section 21069). Responsible agencies are encouraged to actively participate in the <br /> CEQA process of the lead agency,review the CEQA documents of the lead agencies,and use the <br /> documents when making decisions on the project. Possible CEQA responsible agencies for <br /> components of this project that are proposed to change include: <br /> • U.S. Army Corps of Engineers (USACE) <br /> • California Department of Resources Recycling and Recovery (CalRecycle) <br /> • California Department of Water Resources <br /> ,L • Central Valley Flood Protection Board <br /> • San Joaquin County Environmental Health Department <br /> �. • San Joaquin County Department of Public Works <br /> • San Joaquin County Flood Control and Water Conservation District <br /> L <br />
