PURPOSE OF THIS SUPPLEMENTAL EIR <br /> This supplement to the Forward Landfill Expansion Project Final Environmental Impact <br /> Report (2013 EIR), certified by the San Joaquin County Board of Supervisors on August <br /> i 21,2013, addresses the potential environmental impacts of proposed changes to the <br /> �k Forward Landfill Expansion Project, located on Austin Road in unincorporated San <br /> Joaquin County south of the City of Stockton. <br /> This Supplemental EIR is intended to inform County decision-makers, other responsible <br /> and trustee agencies, and the general public of the proposed changes to the Project and <br /> their potential environmental consequences. San Joaquin County is the Lead Agency for <br /> the environmental review of the proposed Project. Unless otherwise noted, references to <br /> Im "the Project" in this document refer to the Project as modified by the proposed changes <br /> discussed in this document. <br /> I This Supplemental EIR has been prepared because the currently proposed Project("2014 <br /> Expansion Project") includes a number of substantive changes to the expansion Project <br /> as described in the 2013 EIR, and these changes may have the potential to result in new <br /> or substantially different significant environmental effects beyond those identified in the <br /> previous EIR. The key purpose of this review is to determine whether the <br /> environmental effects of the Project as currently proposed would result in new, <br /> t significant environmental effects or a substantial increase in the severity of previously <br /> ;. identified environmental effects pursuant to Section 15163 of the California <br /> Environmental Quality Act(CEQA) Guidelines, as detailed in Section I.C.- <br /> The proposed project would require a new Use Permit from the County. Therefore, the <br /> County of San Joaquin,Department of Community Development,is the CEQA Lead <br /> Agency for this project. In addition the Forward Landfill is currently operating under <br /> existing County Environmental Health Department, Regional Water Quality Control <br /> 60 Board, and California Department of Resources Recycling and Recovery (CalRecycle) <br /> permits. Those permits would require revisions, or new permits would need to be <br /> obtained by Forward, to permit the proposed expansion. This EIR may be used by those <br /> 480 CEQA Responsible Agencies in their permit approval actions. <br /> B. PROJECT DESCRIPTION <br /> The existing Forward,Inc. Landfill is an approximately 567-acre facility comprised of the <br /> former Forward, Inc. 157-acre Class II landfill and the former 410-acre Class III City of <br /> Stockton Austin Road Sanitary Landfill.
