The falconry program shall be intensified to ensure that there are no gaps in <br /> coverage and that additional falcons are available for those days when it may <br /> be necessary to fly the falcons often. <br /> 2. The operator shall introduce a more comprehensive pyrotechnic-based <br /> control program to supplement the falconry program. Many landfills <br /> successfully control gulls using only a pyrotechnic-based program. The <br /> pyrotechnics program shall provide coverage when the falcons were not on <br /> site during the week and on weekends. The pyrotechnics program shall also <br /> cover areas remote from the active area to remove loafing gulls. <br /> 3. With the exception of removal of prey base for predatory birds and <br /> mammals, actions involving special-status bird species, and actions <br /> involving the restored habitat areas of Littlejohns Creek, the operator shall <br /> implement the recommendations for vegetation, wildlife, and water <br /> management contained in Odell,Russel W., Senior Wildlife Biologist, U.S. <br /> Department of Agriculture, Animal and Plant Health Inspection Service, Wildlife <br /> Services California, Letter to John Funderburg, Principal Planner, San Joaquin <br /> County Community Development Department, August 29, 2011. <br /> The Conditions of Approval for the proposed project shall include the requirement <br /> that the project sponsor, prior to construction, file a Notice of Proposed Construction <br /> or Alteration (Form 7460-1) with the Federal Aviation Administration. <br /> A.2.
