Draft Supplemental Environmental Impact Report Page II-17 <br /> Forward Inc.Landfill 2014 Expansion Project <br /> • Additional engineering controls would be implemented by the site operator, <br /> if needed based on the evaluation of the site health and safety or operations <br /> manager, to control dust emissions. Such controls might include wind <br /> screens near unloading areas or the use of dust suppressants. <br /> • If the above controls cannot reduce employee dust exposure below <br /> acceptable levels as determined by Forward Landfill(considering factors <br /> including irritation and annoyance to employees), site personnel at risk <br /> would be supplied with gloves, coveralls, eye protection and respirators, <br /> with associated training in their use. <br /> • Wastes must not leave the landfill on workers' clothing. Workers who have <br /> had direct contact with waste, or who have performed operations that may <br /> involve direct contact with wastes(such as equipment maintenance or <br /> asbestos handling),would wear disposable clothing or change clothing <br /> before leaving the site. The potentially contaminated clothing will be <br /> cleaned or disposed as appropriate. <br /> • To avoid cross-contamination from contaminated to non-contaminated sites, <br /> the applicant would install a pressurized water distribution system to service <br /> a decontamination facility for personnel and equipment. The <br /> decontamination facility may be fixed or mobile. Wastewater generated <br /> from the decontamination of personnel and equipment is containerized and <br /> analyzed in accordance with applicable requirements. If analytical results <br /> support compatibility with the Class II impoundments, a request will be <br /> submitted to the Regional Water Quality Control Board to dispose of <br /> decontamination water in the Class H surface impoundments. Upon <br /> approval in writing from the Regional Water Quality Control Board, <br /> containerized decontamination water will be discharged in the Class II <br /> surface impoundments. <br /> • For asbestos, a strict Asbestos-Containing Materials (ACM)handling <br /> program would be developed, and would include the following: <br /> a. Bagged ACM would be dumped only onto the working face of the <br /> asbestos disposal area and not onto the flat compacted landfill surface. <br /> Bulldozers would then push soil cover onto the working face to cover the <br />
