There are some other minor changes <br /> associated with changes in regulations and requirements but the substantive impacts are all associated <br /> f with the maintaining control over and properly mitigating landfill as onsite and <br /> migrating offsite, g the leachate plume <br /> f <br /> The principal new issues and impacts that emerged since the 1994 EIR include the 1996.discovery of free <br /> flowing leachate along a part of the north face of the landfill, the 1997 finding that the offsite <br /> groundwater plume had impacted two private wells with PCE reported above drinking water standards, <br /> and the 1998 discovery that gas emissions from portions of the landfill exceeded <br /> concentrations.
