Page 35 T - — s <br /> F!' • sell the permitted landfill (including the approved pproved expansion and the related permits)to a private solid <br /> waste management firm who will own and operate the landfill <br /> SITE DESCRIPTION <br /> Pro'ect Location And Current Land Uses F. <br /> The Austin Road Landfill is located southeast of the City of Stockton,on the west side of Austin Road, <br /> approximately 8,000 feet south of Arch Road (see Figure 1). Vehicular access to the landfill is from <br /> Austin Road on the east of the site.- Approximately 182.5 acres are occupied by the existing Austin Road <br /> Landfill,consisting of a 166-acre active area and the original borrow pit,and 16.5 acres for a flood <br /> control easement for the North Branch of the South Fork of Little Johns Creek,which separates the active <br /> area from the borrow pit(see Figure 2). Of the 166-acre active area, approximately 45 acres arc occupied <br /> by the borrow pit and 121 acres are active landfill. A landfill gas collection system and electricity <br /> generation facility are installed at the landfill. <br /> F ' The proposed 219-acre expansion of the Austin` <br /> Pan Road Landfill is to the north and southeast of the existing <br /> landfill operation. As shown in Figure 3,the expansion area consists of three separate parcels;the 125- <br /> aF` cre site acquired from the CAlifornia Youth Authority(CYA parcel),the 83-acre site acquired from <br /> C bert Brocchini Farms,Inc. (Brocchini parcel),and the 11-acre Triangular Property acquired from the {I <br /> y' + <br /> A. <br /> r <br /> F The 125-acre CYA parcel,directly north of the existing landfill,is restricted by the terms of acquisition to <br /> use as a borrow site,composting, and pre-approved agricultural uses. Under the proposed project,it <br /> � would be used for an additional borrow site and ancillary facilities including the entrance, administration <br /> 1 1 offices, and a leachate detection pond. Following certification of the 1994 EIk borrow operations were <br /> initiated at the CYA parcel,and are ongoing. Areas of the CYA parcel are also set aside for a Materials <br /> Recovery Facility and a composting or co-composting area,which would require separate environmental <br /> I analysis if these facilities are ultimately proposed. <br /> The 83-acre Brocchini parcel is directly east of the existing 45-acre borrow pit. It was purchased by the <br /> City of Stockton and is proposed for use as landfill,with the exception of 10.3 acres in its northeast <br /> corner,which are proposed for use as a wildlife preserve and floodplain. <br /> The 11-acre Triangular Property is located northeast of the existing landfill site,west of Austin Road, and <br /> east of the CYA parcel. The Triangular Property was purchased by the City of Stockton and would be <br /> used for floodplain during the 100 year storm event and access road right-of-way. At the time the 1994 <br /> EIR was written,the proposed Triangular Property acquisition consisted of a 6.5-acre triangular parcel, <br /> F between Austin Road and the landfill access road,to be used as floodplain. Since that time,the City of <br /> Stockton acquired a total of I 1 acres,consisting of the original 6.5 acres plus an additional 4.5 acres. The <br /> additional 4.5 acres consist of approximately 1.7 acres along the route of the existing landfill access road i <br /> joining Austin Road, and approximately 2.8 acres adjoining the CYA parcel on the west and the access <br /> road on the south. The additional 1.7 acres would be used as access road right-of-way. The additional <br /> 2,8 acres are not required for the purposes of the landfill expansion,but were included in the purchase at <br /> the request of the CYA. <br /> 1Adiacent Land Uses <br /> Adjacent land uses include the Forward,Inc.
