It includes both Class II and Class III landfill <br /> units,is privately owned and operated,and is used exclusively by commercial waste haulers. <br /> The closest residences are at 9621 and 9690 Austin Road about l 250 and l 70 <br /> , 0 feet,respectively,to the <br /> southeast of the existing landfill. The residence at 9621 Austin Road would be removed as part of the <br /> project(the occupant has been relocated). The residence at 9690 Austin Road would be within 500 feet <br /> Of the proposed landfill. <br /> The Northern California Youth Center, a criminal detention facility,is located 1,900 feet north of the <br /> Austin Road Landfill. With the <br /> i l proposed project,the borrow area would be approximately 300 feet from <br /> the detention facility. The Stockton Metropolitan Airport is approximately 7,500 feet west of the existing <br /> landfill. The Burlington Northern and Santa Fe Intermodal Facility,a 470-acre train/truck cargo transfer <br /> and storage facility,was approved on September 23, 1999,and will be located approximately one mile <br /> northeast'of the Austin Road Landfill,along the Burlington Northern and Santa Fe railroad main line. <br /> PROJECT CHARACTERISTICS <br /> -classification Of Site <br /> The proposed landfill expansion would be designed to meet or exceed Class III landfill standards <br /> intended for Municipal Solid( p o d Waste)of the State Water Resources Control Board, and US Environmental <br /> Protection Agency regulations(Subtitle D). <br /> Landfill Desian <br /> Overall Design A <br /> The design of the landfill is based on a preliminary conceptual design. If major changes to the <br /> preliminary conceptual design are implemented,subsequent environmental evaluation would be required. <br /> i Design elements for the proposed horizontal and vertical expansion include excavation,base liner, <br /> leachate collection,erosion control,surface water control, and landfill gas control:„ <br /> The expansion project would be implemented in a total of six phases,each consisting of a portion of the <br /> Brocchini parcel (horizontal expansion)or the existing landfill (vertical expansion). Closure of the last <br /> phase, Phase VI,would be approximately 48 years after initiation of construction of the first phase. <br /> Landfilling of waste would occur on a total of 239 acres,consisting of the 12l-acre existing landfill area, <br /> the 45-acre existing borrow pit,and 73 acres of the Brocchini parcel. The.maximum fill height would be <br /> 150 feet above mean sea level,60 feet higher than the permitted height of the existing landfill. •£ <br /> Excavation at the proposed landfill and proposed borrow area north of the existing landfill are estimated <br /> to be sufficient for the soil requirements of the proposed base liner system,and for daily, intermediate, <br /> i and final covers for the landfill. Soils excavated during construction and suitable for the liner or cover <br /> would be stockpiled on site until needed. Some of the soil would be stockpiled on top of the existing <br /> k landfill after it is properly closed. These stock piles would preload the existing landfill and maximize <br /> settlement prior to construction of the vertical expansion.
