f � <br /> Page 49 = <br /> County of San Joaquin Zone Classifications <br /> The San Joaquin County Zoning Map does not designate a zone classification for the portion of the <br /> project site currently within the city limits of the City of Stockton(the existing landfill,the Brocchini <br /> parcel,the Triangular Property,and the southern portion of the CYA parcel). The northern portion of the <br /> CYA parcel has a County zone classification of P-F,Public Facilities. Site zoning is shown on Figure A- <br /> 2. <br /> i E <br /> County of San Joaquin Habitat and Open Space Conservation <br /> i The County of San Joaquin does not have an ordinance or fee for mitigation of impacts to agricultural <br /> land and wildlife habitat similar to that of the City of Stockton. However,the County General Plan <br /> contains the following objective and implementation measures regarding the loss of agricultural land: <br /> Objective 1. To protect agricultural lands needed for the continuation of commercial agricultural <br /> enterprises,small-scale farming operations and the preservation of open space <br /> r <br /> Implementation 3. Mechanisms for Preservation of Agricultural Land <br /> (a)The County shall support mechanisms for the preservation of agricultural land,such <br /> as agricultural trusts. (Board of Supervisors) <br /> (b)The County shall investigate the establishment of financial mechanisms to preserve <br /> agricultural lands. (County Administrator,Planning) s <br /> (e)The County shall study the feasibility of establishing mitigation fees to be paid when <br /> lands are converted from agriculture and/or open space to an urban use. Such fees could <br /> be used for programs such as purchasing development rights or fee titles to property. <br /> (Planning) <br /> San Joaquin Countywide'Integrated Waste Management Plan <br /> State law(AB 939)requires counties to prepare a Countywide Integrated Waste Management Plan <br /> (CIWMP), containing a Source Reduction and Recycling Element(SRRE), a Household Hazardous <br /> Waste Element(HHWE),a Nondisposal Facility Element(NDFE), and a Siting Element. The Siting <br /> r Element specifies the location of solid waste disposal and transformation facilities needed to provide <br /> t capacity for the implementation of the CIWMP. The Siting Element of the San Joaquin County CIWMP, <br /> April 1996,includes expansion of the Austin Road Landfill as a designated disposal facility. <br /> # Impacts and Mitigation <br /> This section updates the discussion of General Plan and zoning designations and impact of loss of <br /> agricultural land(Impact A.2)in the 1994 EIR <br /> Standards of Significance <br /> The proposed project would have a significant impact with regard to land use,planning,and agricultural <br /> land if it would: <br /> • physically divide an established community; <br /> • conflict with applicable land use plans,policies,or regulation of an agency with jurisdiction over the <br /> GRASSETTI ENVIRONMENTAL CONSULTING <br />
