F (7) <br /> Page53 <br /> D, TRANSPORTATION <br /> AND CIRCULATION <br /> Introduction <br /> Traffic levels in the vicinity of the Austin Road Landfill have changed substantially since preparation of <br /> the 1994 EIR Therefore, a new traffic analysis has been prepared by Rajappan and Meyer Consulting <br /> Engineers for the expansion project. (Rajappan and Meyer 1999) This section is based on that study, and <br /> supersedes the 1994 EIR traffic study. <br /> The purpose of this section is to identify the traffic impact of the proposed development on the <br /> surrounding street system and to recommend mitigation measures to allow the surrounding transportation <br /> system to operate at an acceptable level of service. The traffic impacts are evaluated using guidelines <br /> established by San Joaquin County and the City of Stockton. <br /> 4 <br /> The traffic study and analysis,conducted is consistent with the (Draft Environmental Impact Report, <br /> BNSF Stockton Intermodal Facility Project, April 1999). All assumptions made in the BNSF Stockton <br /> .•' Intermodal Facility Study have also been made for this traffic analysis. This analysis focuses on the <br /> operation of the key intersections in the vicinity of the project site. Figure D-1 presents the location of <br /> the project site. <br /> Setting <br /> I <br /> Site Access and Roadway Network <br /> The entrance to the landfill site is on Austin Road, approximately three and one-half miles north of <br /> French Camp Road, and about two miles south of Mariposa Road. Immediately south of the project site <br /> is the Forward, Inc. Landfill. Other land uses in the project area generally consist of agricultural uses, and <br /> two prisons to the north of the project site._ The primary study area network, as shown in Figure D-1 <br /> l consists of the following roadways: Mariposa Road, French Camp Road, Arch Road, Austin Road and i <br /> State Route 99. i <br /> Mariposa Road (County Road Q is a two-lane northwest-southeast roadway, connecting SR-49, to the <br /> west,to Austin Road and County Road 36(Escalon Bellota Road),to the east. ; <br /> s <br /> French Camp Road(,County Road J9) is also a two-lane northwest-southeast roadway, connecting SR-99, <br /> to the west,to Austin Road and SR-120,to the south. <br /> i <br /> Arch Road is a two-lane roadway running east-west, and connects Austin Road, to the east, to the SR-99 <br /> and onwards to Airport Way,to the west. <br /> i <br /> Austin Road is-a two-lane north-south local roadway that provides direct access to the project site, <br /> connecting Mariposa Road,to the north,to French Camp Road and SR-120,to the south. j <br /> State Route 99 is a six-lane north-south divided highway that provides regional access, running generally <br /> parallel to the'Interstate 5, running from north of Sacramento to south of Bakersfield.
