Page 55

The following intersections are assessed in this study:
 y ,
ti
• Austin Road/Mariposa Road
• Austin Road/Arch Road
• Austin Road/French Camp Road
• Austin Road/Landfill Site Access
The above intersections were selected based on the'review of the BNSF traffic analysis. The project trips
assigned to these study intersection locations were just significant enough to be used in the analysis.
Other intersections in the vicinity of the project site were not selected for analysis because the number of
Austin Road landfill, project trips through these intersections was considered minimal. (Raj and
Meyer, 1999) All study intersections are currently stop sign controlled, and are also shown in Figure D-
1.
Traffic Characteristics
i
The mix of vehicles usingAustin Road includes the full range of vehicle
g type, from two-axle vehicles
through five-axle trucks. Truck (three or more axles) percentages on Austin Road rage from about 40
percent north of the project site to about 30 percent south of the project site. Truck percentages on
Mariposa Road and French Camp Road range between 10 percent and 20 percent.
The Austin'Road Landfill is presently opened to licensed commercial and residential franchise haulers
E from 6:00 am to 3:00 p.m., Monday to Friday, except on holidays, when the landfill closes at 1:00pm, and
on Christmas and New Years days, when it is closed. The landfill is closed on weekends, except on five
consecutive Saturdays during the months of April and May, when the landfill is open from 7:00 a.m. to
5:00 p.m. for the Stockton Cleanup.
The majority of current vehicles travelling to and from the project site are refuse trucks,(about 100 trucks
per day, with about 14 trucks-per hour spread evenly throughout the two-hour morning peak period, 7:00
a.m. to 9:00 a.m.). (Final Environmental Impact Report, Austin Road Landfill Expansion Project, June
1994) Each truck represents two one-way trips (inbound full and outbound empty) and therefore, there
are currently about 200 truck trips per day of which about 28 trips occur during the a.m. peak hour. The
a majority of trucks travel between the landfill and the City of Stockton, to the northwest, via Mariposa
Road.
There are five full-time employees on-site, and two part-time employees work when needed (typically
during peak activity periods). The number of existing non-peak activity non-truck trips travelling to and,
from the project site is about 16 daily trips and about 2 a.m. peak hour trips. Hence, the total number of
l vehicle trips currently generated by the existing landfill facility is about 216 daily trips and about 30 a.m.
peak hour trips.
No data is available for the p.m. peak hour (4:00 p.m. to 6:00 p.m.)due to the landfill closing before this
r, period. However, for the purpose of this impact study, the existing p.m. peak trip generation is assumed
to be the same as the existing a.m. peak trip generation. This allows for a conservative (worst case) type
of analysis.
GRASSETTI EAWRONMENTAL CONSULTING
