At a minimum, the Plan shall include the creation of the equivalent acreage of wetlands and riparian habitat present (as determined by the updated jurisdictional delineation to be conducted), or as required by regulatory agencies. The Project Sponsor shall ensure that all mitigation areas, along with an appropriate upland buffer,be placed in a permanent conservation easement, or similar deed restriction,and preserved in perpetuity.
