• Draft Supplemental Environmental Impact Report Page III-7 <br /> Forward Inc. Landfill 2018 Expansion Project <br /> • that would be allowed if the Federal Aviation Administration (FAA)required Part 77 <br /> • surfaces are shifted about 360 feet to the west(see N.A. Land Use and Agricultural <br /> Resources for more discussiton of the Part 77 surfaces). Forward has submitted an <br /> application to the FAA for this shift,but had not received approval at the time this SEIR <br /> was prepared. If the shift is not approved,the proposed expansion would involve an <br /> • increase of 8.12 million cubic yards of capacity. <br /> • • Increase the remaining landfill capacity by approximately 8.42 million cubic yards (cy), <br /> • from approximately 16.6 million cy currently permitted to approximately 24.7 million cy. <br /> All of the increase would be Class II landfill space,to allow the expansion area to accept <br /> both Class II and Class III waste. <br /> • Relocate approximately 3,000 feet of South Fork of South Littlejohns Creek(which currently <br /> traverses the landfill)to the southeastern boundaries of the site to provide additional <br /> separation of the creek from the landfill. The relocated creek would be approximately 3,400 <br /> • feet in length. <br /> • Add a bridge crossing on the east side of the South Fork of South Littlejohn's Creek as <br /> • shown on Figures III.0-5 and IILC-6. <br /> The additional disposal area development would increase total landfill capacity by approximately <br /> • 8.42 million cubic yards beyond currently permitted levels, which would allow disposal at the <br /> landfill to continue until approximately 2036, a six-year increase from the current anticipated <br /> closure date of 2030.2 If the proposed shift of FAA Part 77 surfaces, discussed above, is not <br /> approved,the proposed disposal area increase would be approximately 8.12 million cubic yards, <br /> • and the estimated closure date would still be 2036.It is important to note that closure dates for <br /> • landfills are approximate because they are highly dependent on various factors such as the types of <br /> waste disposed at the landfill,the general economy,waste density, recycling rates,waste <br /> generation, and compaction of disposed waste, all of which are variable and subject to future <br /> change. <br /> Site operations would remain as described in the 2013 FIR for the previously proposed Forward <br /> Landfill expansion. <br /> • B. PROJECT OBJECTIVES <br /> CEQA Guidelines Section 15124(b) requires that the project description contain a clearly written <br /> statement of objectives, including the underlying purpose of the project. The proposed 2018 <br /> . Forward Landfill Expansion Project would provide additional refuse capacity for the County of <br /> • San Joaquin and the region. The objective of the 2018 Expansion Project is to meet both local <br /> and regional needs including the following specific objectives: <br /> • Provide cost-effective, long term stable disposal capacity for municipal solid waste for <br /> • existing and anticipated users of the Forward Landfill facility for that portion of the <br /> • waste stream that cannot be recycled or diverted from landfilling,by the continued <br /> • 2 Forward Landfill,computer spreadsheet entitled`forward landfill expansion—site life 2017 8-16-17 <br /> August 16,2017. <br />
