Landfill 2018 Expansion Project <br /> Sound barriers are not feasible in the semi-rural areas that would be affected by <br /> cumulative traffic increases, because the barriers would be far removed from the <br /> activity areas of sensitive receptors and the sound barriers would generally be an <br /> unnatural barrier not only to noise but also to distant views now possible in these <br /> areas. Thus, no mitigations are available for this cumulative impact other than • <br /> reducing project operations. • <br /> • The project would contribute to a cumulatively significant and unmitigable <br /> increase in air pollutant emissions. The proposed project would have a less than • <br /> significant (project-level) impact on ozone impacts (after implementation of • <br /> Mitigation Measures IV.D-2a and D-2b). However,cumulative projects within the <br /> project vicinity would potentially result in a significant impact for ozone. The <br /> residual emissions from the project(emissions after mitigation and emissions from <br /> the extended years of landfill operations, and increased daily acceptance rate • <br /> [above existing actual emissions],as a result of the project)would contribute to the <br /> overall ozone impact in the region. <br /> With Mitigation Measure IV.D-2a and D-2b, the impacts of PM10 from the project • <br /> individually would be less than significant. However,the project would add to the • <br /> cumulatively significant impact for particulate matter within the project vicinity. <br /> Because the project would result in PM10 emissions from traffic and operations <br /> every day (due to the extended years of landfill operations as a result of the <br /> project), the project contribution would be cumulatively considerable. • <br /> No cumulatively potentially significant impacts were identified for the following topics: <br /> Public Health and Safety, Hydrology and Water Quality, Soils and Geology, Vegetation <br /> and Wildlife, Public Services and Utilities, Cultural Resources, and Visual Quality. • <br /> H. Significant Unavoidable Adverse Impacts <br /> After mitigation, project implementation would have the following unavoidable <br /> significant adverse impacts: <br /> • Project traffic would contribute to unacceptable Levels of Service at the following • <br /> intersections under 2035 cumulative conditions: • <br /> o SR 99 SB On-off Ramps & E. French Camp Rd., (AM and PM peak hours) <br /> o SR 99 Urban Interchange&Arch Rd. (AM and PM peak hours) • <br /> o SR 99 SB On-off Ramps & Mariposa Rd. (AM and PM peak hours) • <br /> o SR 99 NB On-off Ramps &Mariposa Rd. (PM peak hour) <br /> Because no mitigation would be feasible at these intersections, this impact would <br /> be significant and unavoidable. • <br /> • The project would contribute to a cumulatively significant increase in air pollutant • <br /> emissions (ozone precursors) and PM10. <br /> • <br />
