PREVIOUSLY APPROVED FINDINGS FOR USE PERMIT <br /> PA-1800090 <br /> FORWARD INC. <br /> 1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan; any <br /> applicable Master Plan, Specific Plan, and Special Purpose Plan; and any other applicable plan <br /> adopted by the County. <br /> This finding can be made because the proposed landfill expansion is consistent with the <br /> General Plan's Public Health ad Safety Element regarding Hazardous Materials and Waste <br /> Objectives Goal PHS-7.2, PHS-7.3 and PHS-7.5. The project is also consistent with the <br /> Countywide Integrated Waste Management Plan and the Public Health and Safety Element <br /> regarding Airport Safety RHS-a.2 Coordination with the San,Joaquin County ALUC.The project <br /> is consistent with the objective and policies of the General Plan Background Report Section 9.4, <br /> Solid Waste and Hazardous Waste. No Master Plan, Specific Plan or Special Purpose Plan is <br /> applicable to this project. <br /> 2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other necessary <br /> facilities have been provided, and the proposed improvements are properly related to existing and <br /> proposed roadways. <br /> This finding can be made because the site has frontage on Austin Road, and the project has <br /> adequate drainage, utilities, water, and sanitation as shown on the site plans. No additional <br /> public facilities or services are proposed with this application. <br /> 3. The site is physically suitable for the type of development and for the intensity of development. <br /> ThIs finding can be made because the landfilling expansion activities will be comprised of 17.3 <br /> acres and adequate area for this expansion project has been demonstrated on the site plans. <br /> 4. Issuance ❑f the permit will not be significantly detrimental to the public health, safety, or welfare or be <br /> injurious to the property or improvements of adjacent properties_ <br /> This finding can be made can be made because the SEIR prepared for this project included <br /> mitigation measures within the MMRP (Attachment S)that reduce impacts to the public health, <br /> safety, or welfare, or injuries to the property or improvements of adjacent properties, to less <br /> than significant levels,with the exception of project traffic contribution under 2035 cumulative <br /> conditions, cumulative significant increase in air pollutant emissions, significant visual impact <br /> and significant noise impacts from project traffic on Austin Road. For those significant impacts, <br /> the County adopted- "Findings of Significant Environmental Impact" and "Statements of <br /> Overriding Consideration." <br /> 5. The use is compatible with adjoining land use_ <br /> This finding can be made because the proposed use will not interfere with nor alter the current <br /> land uses on adjacent properties.The Airport Land Use Commission has reviewed the proposed <br /> 17.3 acre landfill expansion project and has determined the proposed project is a compatible <br /> use consistent with the Airport Land Use Plan for Stockton Metropolitan Airport. <br /> PA-1800094— Findings 1 <br />
