For the purposes of the traffic analysis,220 trucks per day <br /> was used to account for a worst-case impact. <br /> LOS Criteria of Significance <br /> San Joaquin County policy, as discussed in the San Joaquin County Traffic Impact Study <br /> Guidelines, applies to study intersections 1, 2, 3,4, 10, 11 and 12 (See Figure IV.13-1), and <br /> considers it a significant impact when"project" generated traffic would lower an intersection <br /> from an acceptable LOS A,B, C, or D to an unacceptable LOS E or F. In this case,the "project" <br /> proponent is required to provide mitigation that would improve the LOS to an acceptable level. <br /> If the LOS for conditions at a given location is already at an unacceptable LOS,then mitigation <br /> measures that would return the volume to capacity ratio to the existing without"project" level <br /> must be identified.California Department of Transportation(Caltrans) LOS policies apply to <br /> the remaining study intersections, and define acceptable operations as an overall LOS D or <br /> better. <br /> Project Trip Generation <br /> To identify and capture the maximum range of Project traffic impacts,the study evaluated the <br /> impact of the remaining daily quota of 400 truckloads,or 800 round trips(increase from the <br /> existing approximately 220-truck daily average to maximum permitted 620 daily trucks).In <br /> conducting traffic operation(LOS)analysis,all truck trips were converted to passenger cars based <br />
