Draft Supplemental Environmental Impact Report Page IV.D-11 <br /> Forward Inc. Landfill 2018 Revised Project <br /> 32, CARB must adopt regulations to achieve reductions in GHG to meet the 1990 emissions cap <br /> by 2020. <br /> The Landfill Methane Control Measure(Landfill Methane Rule or LMR became effective June <br /> 17,2010 and required increased monitoring and earlier installation of LFG collection and <br /> destruction systems at landfills with the goal of reducing methane emissions. <br /> AB 32 required CARB to develop a Scoping Plan that describes the approach California will <br /> take to reduce GHG to achieve the goal of reducing emissions to 1990 levels by 2020.The <br /> Scoping Plan was first approved by CARB in 2008 and must be updated every five years.The <br /> initial AB 32 Scoping Plan contains the main strategies California will use to reduce the GHG <br /> that cause climate change.The initial Scoping Plan has a range of GHG reduction actions which <br /> include direct regulations, alternative compliance mechanisms,monetary and non-monetary <br /> incentives,voluntary actions, market-based mechanisms such as a cap-and-trade system, and an <br /> AB 32 program implementation fee regulation to fund the program. In August 2011, the initial <br /> Scoping Plan was approved by CARB. <br /> The 2013 Scoping Plan Update builds upon the initial Scoping Plan with new strategies and <br /> recommendations.The 2013 Update identifies opportunities to leverage existing and new funds <br /> to further drive GHG emission reductions through strategic planning and targeted low carbon <br /> investments.The 2013 Update defines CARB climate change priorities for the next five years <br /> and sets the groundwork to reach California's long-term climate goals set forth in Executive <br /> Orders S-3-05 and B-16-2012.The 2013 Update highlights California progress toward meeting <br /> the near-term 2020 GHG emission reduction goals defined in the initial Scoping Plan. In the <br /> 2013 Update,nine key focus areas were identified(energy, transportation, agriculture,water, <br /> waste management, and natural and working lands), along with short-lived climate pollutants, <br /> green buildings, and the cap-and-trade program.On May 22,2014, the First Update to the <br /> Climate Change Scoping Plan was approved by the Board, along with the finalized <br /> environmental documents. <br /> Executive Order No. B-30-15 <br /> On April 29,2015, Executive Order No.B-30-15 was issued to establish a California GHG <br /> reduction target of 40 percent below 1990 levels by 2030. Executive Order No.B-30-15 sets a <br /> new,interim,2030 reduction goal intended to provide a smooth transition to the existing <br /> ultimate 2050 reduction goal set by Executive Order No.S-3-05 (signed by Governor <br /> Schwarzenegger in June 2005). It is designed so State agencies do not fall behind the pace of <br /> reductions necessary to reach the existing 2050 reduction goal. Executive Order No.B-30-15 <br /> orders "All State agencies with jurisdiction over sources of GHG emissions shall implement <br /> measures,pursuant to statutory authority,to achieve reductions of GHG emissions to meet the <br /> 2030 and 2050 targets." The Executive Order also stated that"CARB shall update the Climate <br /> Change Scoping Plan to express the 2030 target in terms of million metric tons of carbon dioxide <br /> equivalent." CARB's second update to the Climate Change Scoping Plan(The 2017 Scoping <br /> Plan")reflects the 2030 reduction target and is described below. <br /> Senate Bill 32 <br /> In September of 2016, Governor Brown signed Senate Bill(SB)32 into law,which extended the <br /> goals of AB32 and set a goal 2030 goal of reducing GHG emissions 40 percent below 1990 levels <br />
