The <br /> cancer risk from current landfill operations'is calculated to be 1.2 x 10-5. <br /> ' Health risks (acute8 and chronic9 impacts)for each non—carcinogenic air toxics are determined <br /> using a Hazard Index(HI),which is the ratio of the predicted exposure concentration to a <br /> threshold level that could cause adverse health effects other than cancer, as established by the <br /> OEHHA. The Hazard Quotient(HQ) of each non—carcinogenic substance is added to the <br /> calculated HQ of the other non—carcinogens to produce an overall HI. Existing health risks from <br /> the current landfill operations are calculated to be 0.0004 for the acute HI, 0.00005 for the <br /> chronic HI. <br /> Impacts <br /> ' This section includes a summary of impacts and mitigations considered in the 2013 EIR, and has <br /> been updated to include impacts and mitigations that are new or have been substantially <br /> altered by changes in the proposed project. To facilitate review of the section and comparison <br /> of analyses between the 2013 EIR and this document, the heading for each impact or mitigation <br /> measure reflects whether that impact is the same,revised,replaced, or new. <br /> ' Standards of Significance <br /> For the purposes of this section, impacts and mitigation measures identified in the 2013 <br /> Forward Landfill Expansion EIR were reviewed and incorporated as appropriate. This impact <br /> section evaluates the currently permitted activities and proposed project described in the Project <br /> Description that could potentially result in impacts to health and the environment based on the <br /> conditions of the project area. The proposed project would have a significant impact with <br /> regard to hazardous materials if it would: <br /> • Create a potential public health hazard;or <br /> • Involve the use, production, or disposal of materials that pose a hazard to people or <br /> ' animal or plant populations in the area affected,beyond baseline conditions. <br /> The operation of any project with the potential to expose sensitive receptors to substantial levels <br /> of air toxics would be deemed to have a potentially significant impact.
