Landfill 2018 Expansion Project <br /> Special-Status Animals <br /> Special-status animal species include those listed as endangered, threatened,rare, or as <br /> candidates for listing by the USFWS and/or CDFW. Other species regarded as having special <br /> status include "special animals", as listed by the CDFW (2018). "Special animals" is a general <br /> term that refers to all of the taxa the CNDDB is interested in tracking, regardless of their legal or <br /> protection status.The CDFW considers the taxa on this list to be those of greatest conservation <br /> need. Additional animal species receive protection under the Bald Eagle Protection Act and the <br /> Migratory Bird Treaty Act(MBTA)4. The State of California created the classification of"Fully <br /> Protected" conserve wildlife species that risk extinction within the State. <br /> Administered by the CDFW, lists of fully protected species were created for fish',mammals', <br /> birds', and reptiles and amphibians$. Additional information on Fully Protected fish can be <br /> found in the California Code of Regulations (CCR)9. The category of Protected Amphibians and <br /> Reptiles in Title 14 has been repealed. The CCR also provides for the protection of certain <br /> furbearing mammals10. Additional definitions of endangered,rare or threatened species are <br /> given in CEQAI' <br /> Based on habitats present in the study area and the context of the project site, five federally <br /> and/or State-listed animal species could potentially occur on site. In addition, 19 non-listed <br /> special-status species have been recorded from the project region(Table IV.H-1). Below is a <br /> ' discussion of those species that may occur on the site (and be potentially impacted by the <br /> project)or whose occurrence on site is not expected but are prominent in today's regulatory <br /> environment. <br /> Several special-status species that occur in the region have some likelihood to occur within the <br /> study area. However,the majority of the site is disked and devoid of vegetation, or activity <br /> used for landfill operations. <br /> Site reconnaissance visits conducted in 2005, 2008,2012,2014, and 2018 are not considered <br /> sufficient to confirm presence or absence of special-status wildlife because they were not <br /> USFWS protocol-level surveys.
