The purpose of this letter is to inform San Joaquin County that tic SDLIR <br /> violates the tninnumn standards of adequacy under the California Environmental Quality <br /> Act("CEQA"), Public Resources Code § 21000 et seq. Clean San Joaquin is deeply <br /> o oncerned about the far-ranging environmental impacts that the Prrjject may have on (lie <br /> environment and on adjacent farming operations. ' <br /> As described below. the SDEIR violate CEQA because it fails to adequately <br /> analyn or mitigate.the significant environmental impacts of the Project. Where, as here, ' <br /> the environmental review document fails to fully and accurately inform decisionniak-ers <br /> alai the public of the environmental consequences of proposed actions,it does not satisfy <br /> the basic goals of CEQA. See Pub. Res. Code§ 2106 1. Because the SDEIR has numerous ' <br /> and serious inadequacies,there can be no meaningful 1lulalic review ofthe Project. The <br /> magnitude of the revisions rNuired to create a legally adequate EIR will require <br /> recirculation of a revised EIR,nut.just publication of a Final EIR.
