The Litter Control Manager <br /> will be responsible for periodic inspection of loads for tarping, issuing <br /> notifications to vehicles for non-compliance with tarping procedures, responding <br /> to litter complaints and providing laborers to collect litter in response to verified <br /> complaints associated with Landfill operations. <br /> • Additional portable litter fencing will be purchased to enhance the existing <br /> portable litter fences used at the active face. <br /> The above procedures would also be included in the Conditions of Approval for the <br /> proposed project, they would not be voluntary. <br /> If the project is approved,the mitigation measures identified in this SEIR will be <br /> enforced by the government agencies identified in the Mitigation Monitoring and <br /> Reporting Program(see FSEIR Appendix H). The cost of implementing the mitigation <br /> measures would be borne by the project applicant. <br /> J-9. As discussed on pages IV.A-22 through IV.A-24 of the DSEIR,an independent <br /> consultant(Williams Aviation Consultants), on behalf of Forward, Inc., evaluated the <br /> proposed expansion's conformity with Federal Aviation Regulation(FAR)height <br /> limitations, and concluded that the proposed project would not penetrate obstruction <br /> criteria for the airport, or have an adverse impact on arrival or departure procedures.2 <br /> (See Response to Comments Attachment 2). <br /> In connection with this evaluation,Williams Aviation submitted Forms 7460-1 (Notice of <br /> Proposed Construction or Alteration)to the Federal Aviation Administration(FAA)in <br /> accordance with the requirements of 49 USC Section 44718 and Title 14 of the Code of <br /> Federal Regulations, Part 77.
