Draft Supplemental Environmental Impact Report Page VIII-73 <br /> Forward Inc.Landfill 2018 Expansion Project <br /> Airport Layout Plan Drawing-Future, the planned future location of the displaced <br /> threshold for Runway 29R/11L is at Latitude 037°53' 10.25"N and Longitude 121° 13' <br /> 27.80".These coordinates are the same as the current location of the displaced threshold, <br /> shown in Sheet 3,Airport Layout Plan Drawing-Existing. However,the Airport is <br /> planning to move end of runway approximately 400 feet to the west, further away from <br /> the landfill (see Sheet 4,Airport Layout Plan Drawing-Future). <br /> As shown on Sheet 4, Airport Layout Plan Drawing - Future, the concrete pad of the <br /> Cargo Apron is located on the west side of the airport in the grey colored rectangle north <br /> of the runways. The existing east side of the Cargo Apron is located approximately 7600 <br /> feet west of the end of Runway 29R/11L. The Cargo Apron is planned to expand <br /> approximately 800 feet to the east, but will still be 6,800 feet west of the end of Runway <br /> 29R/11L, and would be more than 10,000 feet from the landfill. <br /> If an airport runway extension were proposed in the future,the Airport would be <br /> required to conduct the appropriate CEQA evaluation of its potential environmental <br /> impacts. <br /> J-10. The DSEIR analyzes the potential for odors in Impact D.3.,beginning on Page <br /> IV.D-23 of the DSEIR.The analysis acknowledges that the garbage is the source of the <br /> odors,and considerable detail is provided on the chemicals that contribute to the odors. <br /> The DSEIR also discusses the components of odor sensory perception, and the use of <br /> human subjects and sophisticated dilution equipment to determine detection thresholds. <br /> Measuring odors is not an exact science,but when they become strong odors, almost all <br /> people will react negatively. That is why Forward Landfill relies on self-monitoring to <br /> identify odor problems before odors affect off-site receptors and cause odor complaints. <br /> With regard to suppressant systems, these were not mentioned in the DSEIR because <br /> they are not used by Forward Landfill. Suppressant systems (or masking or neutralizing <br /> M agents)are considered the last option for odor control by the Forward Landfill Odor <br /> Control Management Plan. The Odor Control Plan was included at Attachment 7 of the <br /> 2013 Final EIR(page 766 of the complete PDF file on the County website). The Odor <br /> Control Plan is also provided as Attachment 4 to this Response to Comment document. <br /> Experience has shown that the use of odor masking or neutralizing agents has proven to <br /> be extremely difficult in a landfill environment. By contrast,these agents can be <br /> effectively applied at transfer stations. <br /> As stated on Page IV.D-23 of the DSEIR: <br /> "A Public Records Request was submitted to the SJVAPCD on June 25,2018, <br /> requesting information on odor and dust complaints for Forward Landfill since <br /> 2015. On June 26,2018, the SJVAPCD indicated that there are no complaint <br /> records on file for Forward Landfill since 2015 (over the last three years)." <br /> The DSEIR disclosed the odor complaint history of the Landfill provided by the <br /> SJVAPCD through the public records request. <br />
