Draft Supplemental Environmental Impact Report Page VIII-76 <br /> Forward Inc.Landfill 2018 Expansion Project <br /> one mud-related complaint(possibly related to farming operations near the landfill)was <br /> received by the County Solid Waste Division in 2018, and Forward was requested by the <br /> County to sweep the road,which it did. <br /> For complaints about mud on Austin Road,the public may call Ruben Ramirez, <br /> Operations Manager for Forward Landfill, at(209)982-4298. <br /> If the proposed project is approved, San Joaquin County will include a Condition of ' <br /> Approval(COA)that any mud tracked from the landfill to Austin Road be removed <br /> from Austin Road,that a contact number be provided to the public for mud complaints, <br /> and that all mud complaints be investigated, and remedied if necessary,on the same <br /> day. <br /> J-12. There were 9 collisions reported for Austin Road during the past three years 2015- <br /> 2017;most of these collisions occurred near the intersections with East French Camp <br /> Road and Arch Road but were reported on Austin Road for the purposes of the study. <br /> These 9 collisions yielded a crash rate of 0.78, which is significantly lower compared to <br /> the state average of 1.04 for similar 2 to 3-lane rural roads reported by Caltrans for 2015. <br /> The crash rate for Austin Road is calculated based on the following formula. <br /> Crash Rates= C*1,000,000(MVM) <br /> ADT*365(days/year)*N*L <br /> C: Number of collisions(9 reported collisions,2015-2017) r <br /> MVM: Million vehicle miles <br /> ADT: Average daily traffic volume(2,100 VPD) <br /> N: Number of years (3) <br /> L: Length of study segment(5 miles) <br /> As discussed in the traffic report,with its low traffic volumes, limited driveways, <br /> intersections, and agricultural land use,Austin Road does not appear to be a collision <br /> hot spot. Caltrans recently installed traffic signals at the on-off ramps SR 99 at East <br /> French Camp Road, and new traffic signals were installed at the intersections of Arch <br /> Road at New Castle Road and Logistic Drive along with intersections and road <br /> widening. These improvements should increase traffic safety in the area. <br /> It should beointed out that most traffic collisions are caused b human errors. <br /> P Y <br /> According the collision report data, the most common cause of collisions are excessive <br /> speed, driving under-influence, reckless driving, improper turns, ROW violations, and <br /> driver inattention. These can only be reduced by education and stricter enforcement. <br /> There are currently no posted speed limit signs on Austin road near the project site <br /> except for a couple of speed advisory signs posted near the curve north of the East <br /> French Camp Road. The SEIWs traffic engineer's field observation indicated the traffic <br /> speed on Austin Road near the project frequently exceeds 55 mph. San Joaquin County <br /> could consider conducting a speed survey along Austin Road and install speed limit <br />
