1 <br /> Forward Landfill Odor Control Management Plan <br /> Procedure Name: ODOR CONTROL BEST MANAGEMENT Issue Date: May 2007 <br /> PRACTICES PROGRAM <br /> Procedure Number: EC 109 Revision Date: Sept. 2007 <br /> Policy Reference: Environmental Compliance Person(s) Responsible: Ruben Ramirez <br /> General Manager: Kevin Basso Date: 4-15-09 <br /> The Odor Control Best Management Practices Program (OCBMPP) will control <br /> and reduce odors to the extent necessary to prevent nuisance conditions from <br /> occurring. In addition, the Forward Landfill OCBMPP specifies the manner of <br /> accomplishing this goal. <br /> The Forward Landfill OCBMPP is designed to identify, document, and then ' <br /> mitigate odors. Because the transmission of odor depends on atmospheric <br /> conditions, the facility will operate a weather station which records date, time, <br /> temperature, wind direction and speed, precipitation, relative humidity, and <br /> barometric pressure. The information gathered by the weather station is used to <br /> assist in identifying the source of the odor, verifying the legitimacy of odor <br /> complaints, and establishing seasonal weather patterns. <br /> The following specific steps will be taken in implementing the Forward Landfill <br /> OCBMPP. ' <br /> 1 .0 IDENTIFYING THE PRESENCE OF ODOR <br /> 1.1 The first step in the process of controlling odors is to determine if odors <br /> are present. For the purpose of the Sycamore Ridge Landfill <br /> OCBMPP, the presence of odor is identified in one of the two following ' <br /> ways: <br /> 1.1.1 Odors identified by Republic personnel, through self- ' <br /> inspection or on-the-job observations. <br /> 1.1.2 Odors identified by sources other than Republic personnel. ' <br /> These odors are often identified through an "odor complaint." <br /> These two methods of identifying odors and how they are managed <br /> as part of the Forward Landfill OBCMPP are discussed in the <br /> following sections. <br />
