5.2.3 Expand or initially install a landfill gas collection system (for , <br /> landfills) <br /> 5.2.4 Cap areas at final grade (for landfills) r <br /> 5.2.5 Routinely and frequently clean areas where waste <br /> accumulates (for transfer stations) <br /> 5.2.6 Ensure that no waste is left on the tipping floor overnight (for <br /> transfer stations) ' <br /> 5.2.7 Use odor masking or neutralizing agents at the facility (for <br /> landfills or transfer stations) <br /> 5.3 It should be noted that the last option - use of masking or neutralizing <br /> agents - should be considered as a last resort for a landfill. <br /> Experience has shown that the use of odor masking or neutralizing <br /> agents has proven to be extremely difficult in a landfill environment. <br /> By contrast, these agents can be effectively applied at transfer ' <br /> stations. <br /> 5.4 If odors are detected through self-inspection and no complaints have <br /> yet been made by the local community, mitigation of the odor should <br /> be accomplished before the local community can detect the odor. <br /> Remember: self-inspection and mitigation is mandatory for all <br /> Republic facilities. Waiting until the local community detects odors is <br /> not an option. If a mitigation method is found to be unsuccessful in <br /> controlling odor, alternate methods must be attempted until a method <br /> is found which successfully mitigates the odor. <br /> 6.0 REQUIRED DOCUMENTATION ' <br /> 6.1 Whenever the weekly odor survey is performed or a complainant is <br /> interviewed, the appropriate document found in the appendices must ' <br /> be completed and maintained on site as part of the site operating <br /> records. <br /> 6.2 In addition to maintaining these records, all efforts to mitigate odors <br /> must be documented in detail. It is very important to document all <br /> efforts to mitigate odors whether or not there have been complaints <br /> from the public. In the event that a mitigation method is attempted <br /> and found to be ineffective, another mitigation method must be <br /> attempted until the facility is successful in controlling odor.
