Drivers shall be instructed to eliminate <br /> unnecessary noise by staying within the speed limit and travelling at a steady <br /> speed,especially for trips during the morning peak hours. <br /> (b)For sections of Austin Road north of the landfill to Arch Road and south of the <br /> landfill to French Camp Road and Arch Road immediately west of Austin Road, <br /> residences within 100 feet of the centerline of Austin Road shall be provided with <br /> the option of requesting funds for installation of a sound barrier and/or additional <br /> insulation <br /> Mitigation Measure C.2 could reduce the impact of increased truck noise but He to <br /> a level that would be less than significant, if residences request funding and <br /> implement the soundproofing measures. Other than Mitigation Measure C.2,no <br /> additional mitigations are available for this impact other than reducing project <br /> operations(Project Alternative 6). Reducing project operations would be a <br /> substantial change to the proposed project and therefore is addressed as a <br /> component of Alternative 2B (Reduced Size/Reduced Daily Operations <br /> Alternative)in Chapter V of the 2013 EIR. <br /> Because the soundproofing is by request and may not be imllemented by all <br /> residences that qualify,Tie-this impact is considered significant and <br /> unavoidable. <br />
