John Funderburg <br /> April 6,2012 <br /> Page 5 <br /> • Identification of the waste diversion rates,pursuant to AB 939,for each of the <br /> jurisdictions that currently sends waste to Forward Landfill or that would be <br /> expected to send waste to the landfill under the proposed Project; <br /> • Information regarding the landfill's program for groundwater quality monitoring <br /> (e.g.,down gradient well sampling program including the identification of the <br /> specific location of wells); <br /> ' • Documentation of the landfill's existing leachate monitoring,collection,treatment, <br /> and disposal program and a detailed description of the leachate program associated <br /> with the proposed Project; <br /> • Information regarding the landfill's existing gas collection and monitoring system <br /> and a detailed description of the proposed gas collection and monitoring system <br /> that would be implemented by the proposed Project; and, <br /> • Identification of the average number of vehicles using the landfill on a daily basis <br /> and the number of vehicles that would use the landfill under the proposed Project. <br /> This information should be classified by heavy-duty trucks,light-duty trucks,and <br /> 1 vehicles. . <br /> It is also important to point out that the NOP fails to define the specific <br /> objectives for the proposed Project. Inasmuch as the project objectives are intended to <br /> state the true underlying purpose of a project,the absence of objectives is particularly <br /> troubling. Moreover,without a thorough understanding of the proposed Project's <br /> purpose,it is all but impossible to identify and evaluate reasonable and feasible Project <br /> alternatives. <br /> The information requested above must be provided in order for the County <br /> to systematically identify and analyze the significant effects of the proposed Project and <br /> the feasible mitigation measures or alternatives that will avoid or substantially lessen <br /> ' such significant effects. <br /> B. Environmental Impacts. <br /> ' Analysis of environmental impacts must be guided by CEQA's <br /> fundamental purpose of"inform[ing] the public and responsible officials of the <br /> environmental consequences of their decisions before they are made."
