' Forward Inc. Landfill Expansion Project MMRP <br /> 1.0 INTRODUCTION <br /> BACKGROUND <br /> ' CEQA requires all public agencies to adopt monitoring or reporting programs when they approve projects <br /> subject to Environmental Impact Reports (EIRs)or Negative Declarations that identify significant <br /> impacts. The reporting or monitoring program must be adopted when a public agency makes its findings <br /> under the California Environmental Quality act(CEQA) so that the program can be made a condition of <br /> ' project approval in order to mitigate significant effects on the environment. The program must be <br /> designed to ensure compliance during project implementation to mitigate or avoid significant <br /> environmental effects. <br /> ' This MMRP lists mitigation measures identified in this EIR, as well as five previous EIRs prepared for <br /> the project site. The four previous EIRs are: <br /> ' 1. County of San Joaquin,Community Development Department,Final Environmental Impact <br /> Report for the Forward, Inc. County of San Joaquin,Community Development Department,Final Environmental Impact <br /> ' Report:Forward Landfill Expansion Project, SCH No. 2008052024,prepared by Grassetti <br /> Environmental Consulting,May 2013 (identified as"Forward 2013"below). <br /> This MMRP includes both a complete listing of all required mitigation measures, and a table describing <br /> ' who is responsible for monitoring the implementation of those measures,and how that monitoring shall <br /> be implemented. <br /> ' Mitigation measures are grouped by the impact categories used in this EIR,and numbered sequentially. <br /> Mitigation Measures from this EIR are printed in normal font,and identified as either"Measures <br /> Proposed as Part of the Project"or"Identified in This EIR", with the original Mitigation Measure <br /> ' numbers from this EIR following in(parentheses). Mitigation measures from the previous EIRs are <br /> printed in italics and identified by their source(Forward 1993,Austin 1994,Austin 2000,Forward 2002, <br /> or Forward 2013, as defined above), followed by the Mitigation Measure number from the relevant EIR. <br /> Because some impacts in this EIR and previous EIRs do not require mitigation measures,the original <br /> ' mitigation measure numbers are not sequential. <br /> Page 1 <br />
