Forward Inc. Landfill Expansion Project MMRP <br /> The Forward Landfill "load-checking program,"which is designed to mitigate against <br /> ' hazardous waste being placed in the landfill,will continue to be implemented for the <br /> consolidated landfill. <br /> ' Landfill operators will be trained to recognize and properly segregate and handle hazardous <br /> waste. This will include a 24-hour hazardous waste materials management training program <br /> that complies with 29 CFR, Section 1910. <br /> 43. Proposed as Part of the Project(Same as 2013 EIR Impact E.3.): <br /> The Standard Safe Work Practices listed in the Forward, Inc. Site Health and Safety Program <br /> and Contingency Plan will be implemented by the operator. <br /> The landfill operator will comply with the provisions of CCR Title 27, Section 20590,which <br /> requires that O&M personnel wear and use approved safety equipment for personal heath and <br /> safety. <br /> Landfill access will continue to be controlled to limit unauthorized entry by persons or <br /> vehicles. <br /> The landfill operator will comply with all provisions of CCR,Title 27,Division 2, Chapter 3, <br /> Subchapter 4,Articles 1-3,that apply to landfill health and safety. <br /> 44. Identified in This EIR(Same as the 2013 EIR Mitigation Measure E.3.): <br /> The San Joaquin County Public Works Department shall approve any new waste transport <br /> haul routes to the landfill from major arterials, SR 4, or Highway 99. <br /> 45. Proposed as Part of the Project: <br /> Where required by State and Federal regulations,the landfill gas monitoring,gas control and <br /> collection system will be installed, extending to the new areas of the expanding landfill and <br /> operating in conformance with applicable regulations. <br /> The existing gas extraction system, or an equivalent system,will continue to operate. <br /> Regular gas monitoring will be conducted to prevent explosive or toxic gas accumulation in <br /> onsite buildings or beneath temporary buildings. The landfill operator will install an <br /> automatic combustible gas detection and alarm system for structures at the site. <br /> The landfill operator will not construct or otherwise locate any structure in an area of known <br /> landfill gas build-up. <br /> All site personnel who work in permanent structures will be trained to use and respond to the <br /> landfill gas monitoring and alarm system. <br /> 46. Identified in this EIR(Same as the 2013 EIR Mitigation Measure E.4.): <br /> ' Landfill gas monitoring shall include volatile organic compounds in order to determine the <br /> amount of contaminant recovery, and control potential exposure to on site personnel. <br /> 47. (Forward 2002) (E.S) <br /> ' The landfill operator shall submit an updated post-closure permit application for WMU-A <br /> that presents plans to prohibit the expansion of the new landfill areas above WMU-A.
