' Forward Inc. Landfill Expansion Project MMRP <br /> • The stated goal of the mitigation effort shall be to establish self-sustaining creek channel <br /> ' habitat that shall not require long-term irrigation or maintenance. <br /> • The mitigation site shall include the establishment of a vegetated upland buffer no less than <br /> 50 feet wide on both sides of the recreated channel, where practicable. <br /> • Provide grading details,location and quantities of all plant materials to be planted or seeded, <br /> native seed mixes to be used on all bare ground surfaces,monitoring procedures and <br /> schedules, identification of remedial measures, and performance criteria to be used by the <br /> ' agencies to assess success or failure of the mitigation effort. <br /> • Long-term monitoring over a minimum of five years shall be funded by the Project Sponsor, <br /> subject to approval by the regulatory agencies. <br /> ' • Annual monitoring reports shall be submitted to each permitting agency. <br /> • A wetland delineation and habitat map shall be prepared during the final year of monitoring <br /> and included in the final annual report. <br /> Subject to review and modification by the regulatory agencies, specified success standards shall <br /> call for, at a minimum, 1:1 replacement of the creek channel that currently occurs,as detailed in <br /> the most recent wetland delineation report, at the end of the monitoring period. <br /> Off-Site Wetland Miti ag tion <br /> In addition to the approximately 1.87 acres of wetlands to be created onsite, if required as a <br /> permit condition,additional mitigation credits may be purchased from a qualified wetland <br /> mitigation bank with a Service Area that covers the project site,or as otherwise approved in <br /> advance by the USACE and RWQCB. For example,the expanded Service Area of the Cosumnes <br /> Floodplain Mitigation Bank covers the project site. This mitigation bank sells Floodplain Mosaic <br /> ' Wetlands credits(404)credits that would appropriately mitigate impacts to wetlands within the <br /> existing channel.This, in combination with the onsite jurisdictional habitat mitigation,would <br /> provide opportunities(if needed)to comply with a higher permit-required replacement ratio for <br /> wetland impacts,and also provide opportunities for riparian habitat mitigation. <br /> In lieu of purchasing mitigation credits, if additional wetland mitigation(greater than the 1.87 <br /> acres proposed as part of the project) is required as a permit condition,the Sacramento District of <br /> the USACE has an"In Lieu Fee Program"to which the project sponsor may make payment. The <br /> fee is based on a fee schedule for various wetland habitat types. The fee is payable to the National <br /> Fish and Wildlife Foundation(NFWF)to be deposited in NFWF's Sacramento District Wetlands <br /> Conservation Fund. <br /> 75. (F.2.1)Identified in this SEIR: <br /> To ensure that no aquatic vertebrates are stranded during abandonment of the existing South <br /> Branch of the South Fork of Littlejohn's Creek,the following measures shall be implemented: <br /> • Channel abandonment shall be restricted to the dry season(i.e.,between June 15 and <br /> October 15). <br /> ' • Channel abandonment shall occur only when the channel bottom has been dry for at least <br /> one week,that is, at least one week after the most recent release of water from <br /> Farmington Reservoir or any other sources. <br /> ' • Prior to initiation of any work within the abandoned channel (e.g.,construction of coffer <br /> dams, filling,connecting to the realigned channel),a qualified biologist approved by the <br /> USFWS and CDFW shall inspect the entire length of the work area for any stranded <br /> aquatic vertebrates; any stranded aquatic vertebrates shall be captured and relocated to <br /> the nearest body of water in the same stream system. <br /> Page 23 <br />
