Draft Supplemental Environmental Impact Report Page II-1 <br /> Forward Inc. Landfill 2018 Expansion Project <br /> II. SUMMARY <br /> A. PURPOSE OF THIS SUPPLEMENTAL EIR <br /> This supplement to the Forward Landfill Expansion Project Final Environmental Impact <br /> Report' (2013 EIR or FEIR), certified by the San Joaquin County Board of Supervisors on <br /> August 21,2013, addresses the potential environmental impacts of proposed changes to <br /> the Forward Landfill Expansion Project, located on Austin Road in unincorporated San <br /> Joaquin County south of the City of Stockton. <br /> This Supplemental EIR(SEIR)is intended to inform County decision-makers, other <br /> responsible and trustee agencies, and the general public of the proposed changes to the <br /> Project and their potential environmental consequences. San Joaquin County is the Lead <br /> Agency for the environmental review of the proposed Project. Unless otherwise noted, <br /> references to "the Project" in this document refer to the Project as modified by the <br /> proposed changes discussed in this document. <br /> This SEIR has been prepared because the currently proposed Project ("2018 Expansion <br /> Project")includes a number of substantive changes to the expansion Project as described <br /> in the 2013 EIR, and these changes may have the potential to result in new or <br /> substantially different significant environmental effects beyond those identified in the <br /> previous EIR. The key purpose of this review is to determine whether the <br /> environmental effects of the Project as currently proposed would result in new, <br /> significant environmental effects or a substantial increase in the severity of previously <br /> identified environmental effects pursuant to Section 15163 of the California <br /> Environmental Quality Act (CEQA)Guidelines, as detailed in Section I.C. <br /> The proposed project would require a new Use Permit from the County. Therefore,the <br /> County of San Joaquin,Department of Community Development,is the CEQA Lead <br /> Agency for this project. In addition,the Forward Landfill is currently operating under <br /> existing County Environmental Health Department,Regional Water Quality Control <br /> Board, and California Department of Resources Recycling and Recovery (CalRecycle) <br /> permits. Those permits would require revisions, or new permits would need to be <br /> obtained by Forward, to permit the proposed expansion. This SEIR may be used by <br /> those CEQA Responsible Agencies in their permit approval actions. <br /> B. PROJECT DESCRIPTION <br /> The 2013 Forward Landfill Expansion EIR analyzed an expansion of the landfill that <br /> included the following substantial modifications to the landfill: <br /> • Expand the Forward Landfill to contiguous parcels including an approximately <br /> 184-acre parcel ("Brocchini parcel")to the southwest of the existing landfill site <br /> and an approximately 10-acre parcel in the northeast of the existing landfill.
