Landfill 2018 Expansion Project <br /> hazardous waste operations course and an annual 8-hour refresher course <br /> for personnel involved in the "load checking' program where the incoming <br /> loads are screened for hazardous materials. <br /> • The landfill would not accept any designated waste that may potentially <br /> contain hazardous levels of regulated substances (as defined in water Code <br /> Section 13173)unless authorized by the RWQCB. <br /> • Dust control procedures specified in the Site Operations Plan (per the JTD) <br /> would use the application of fine water spray at a minimum of twice daily on <br /> the active soil-covered work areas, soil excavation areas, and soil stockpile <br /> areas where fugitive dust may exist. <br /> • Existing fire protection facilities would be maintained to the satisfaction of <br /> the Lathrop—Manteca Fire Protection District. <br /> • Dust exposure of site workers would be monitored periodically, at the <br /> discretion of the landfill manager,to evaluate if any additional respiratory <br /> protection or dust suppression (watering)mitigation is needed. <br /> • Additional engineering controls would be implemented by the site operator, <br /> if needed based on the evaluation of the site health and safety or operations <br /> manager,to control dust emissions. Such controls might include wind <br /> screens near unloading areas or the use of dust suppressants. <br /> • If the above controls cannot reduce employee dust exposure below <br /> acceptable levels as determined by Forward Landfill (considering factors <br /> including irritation and annoyance to employees), site personnel at risk <br /> would be supplied with gloves, coveralls,eye protection and respirators, <br /> with associated training in their use. <br /> • Wastes must not leave the landfill on workers' clothing. Workers who have <br /> had direct contact with waste, or who have performed operations that may <br />
