(Basso,2018a,2018b). <br /> • As required by California Code of Regulation Title 27, Section 20270(c), Airport Safety, <br /> the owner or operator must place the demonstration in the operating record that the site <br /> will not cause a bird hazard to aircraft, and notify the Department of Resources Recycling <br /> and Recovery(CalRecycle)that it has been placed in the operating record. Forward <br /> notified CalRecycle that the demonstration was placed in the operating record by letter <br /> on July 6,2018. (Basso,2018d, Basso,2018e). <br /> • The use of highly reflective surface materials in constructing structures on the site will <br /> be prohibited. <br /> In addition, the following Mitigation Measure (from the 2002 Final EIR for the existing landfill), <br /> which is a condition of the permits for the existing landfill, shall be implemented: <br /> Mitigation Measure A.S. Shield Landfill Lighting. (Same As 2013 EIR Mitigation A.5):The <br /> project sponsor shall include downward shielding of new landfill lighting, and shall abide by <br /> any reasonable and feasible measures or regulations the Federal Aviation Administration(FAA) <br /> and Stockton Metropolitan Airport have to mitigate lighting impacts that could be cause by the <br /> proposed project, including reducing or eliminating lighting during foggy conditions and <br /> concurrently suspending operations that depend on the lighting. <br /> The Conditions of Approval for the proposed project shall include the requirement that the <br /> project sponsor,prior to construction, file a Notice of Proposed Construction or Alteration <br /> (Form 7460-1)with the Federal Aviation Administration. Forward has already filed this form <br /> for the proposed project (Lewis,pers. corn,August 8,2018). This form shall be re-filed if there is <br /> any change to proposed landfill grade. <br /> Mitigation Measure K.4 (2013 EIR)also applies to night lighting impacts. <br /> Significance After Mitigation: <br /> Implementation of the procedures proposed as part of the project, identified above, and <br /> Mitigation Measure A.S,would reduce lighting impacts to a less-than-significant level. <br /> Impact A.6: Potential conflicts with nearby land uses (Revises 2013 EIR Impact A.6). Because <br /> the existing Forward Landfill is currently in operation and there are no sensitive residential <br /> receptors near the major proposed expansion area, it is not anticipated that the proposed <br /> landfill expansion project would generate significant new land use conflicts with the existing <br /> adjacent and nearby land uses. The recently constructed California Health Care Facility <br /> (located west of Austin Road between the Forward Landfill and Arch Road), the recently <br /> constructed Northern California Re-Entry Facility and renovation of the adjacent Dewitt-Nelson <br /> Youth Correctional Facility (both located on the south side of Arch Road between Austin and <br /> Newcastle Roads), the approved Arch Road Industrial Project(located on the south side of Arch <br /> Road between Austin and Newcastle Roads,west of the Northern California Re-Entry Facility), <br /> the approved Archtown Industrial Project, at the southwest corner of Arch and Newcastle <br /> Roads, and the approved and partially constructed NorCal Logistics Center(formerly known as <br /> "Opus Logistics Center")(located northwest of the intersection of Arch and Austin Roads)(see <br />
