April 4, 2012 Dust control procedures specified in the Site Operations Plan (section 7.7.5 of the JTD) are being utilized. Dust is measured periodically in accordance with SJVUAPCD requirements. Workers who have had direct contact with waste, or who have performed operations that may involve direct contact with wastes (such as equipment maintenance or asbestos handling), wear disposable clothing or change clothing before leaving the site. The potentially contaminated clothing is cleaned or disposed as appropriate. A portable decontamination facility with self-contained water supply for personnel and equipment is available at the site. The Asbestos-Containing Materials (ACM) handling program, including training programs, is provided in the JTD and complies with the Use Permit requirements. A lunch room is provided at the site and workers are not allowed to eat near the active landfill. c. 32 Austin 1994(1-1.0, Austin 2000(L 1.0 Working clothes should be left behind at the landfill and cleaned by the operator, Changing areas should be provided at the project site so that workers do not carry material off-site; and Dust accumulated on non-washable items should be removed by vacuuming, not brushing or blowing. A cleaning service periodically vacuums dust on non-washable items in Forward's onsite office. d. 33 (E.2) Proposed as Part of the Project: The Forward Landfill "load-checking program," which is designed to mitigate against hazardous waste being placed in the landfill, will continue to be implemented for the consolidated landfill. Landfill operators will be trained to recognize and properly segregate and handle hazardous waste. This will include a 24-hour hazardous waste materials management training program that complies with 29 CFR, Section 1910. Page 13
