April 4, 2012
Existing measures to discourage birds from the landfill will be continued.
Surface area of ponds will be limited to the extent feasible.
Current Status: Existing measures to discourage birds from the landfill will
be continued. In addition, a falconer is used to deter birds. Surface area of
ponds are limited to the extent feasible.
b. 44 (F.1)
Proposed as Part of the Project:
As part of the design plans for the proposed landfill, Forward Landfill
completed calculations of the 1000-year peak discharges. The hydraulic
and drainage study was used to design appropriate drainage controls.
Drainage controls were designed to prevent contact between surface
water and refuse. Site run-on and run-off control facilities consist of drains
and perimeter ditches that channel surface water to lined holding and
evaporation ponds on the site. The surface-water collection drain system
will be designed to divert the water to the storm water collection basin in
the southwest corner of the current Austin Road Landfill, at times when
enough surface water accumulates to have discharged into the collection
basin. All waste at the proposed Forward Landfill will be separated from
the north and south branches of Littlejohns Creek by a levee system or
other acceptable method designed to protect the site from a 100-year
flood event.
The project includes channel reconfiguration and localized flood protection
berms to isolate the landfill surfaces from floodwaters.
The project design also includes provision of replacement floodplain area
and storage volume in an easement along the relocated North Branch of
the South Fork of South Littlejohns Creek.
The channel and floodplain storage easement are designed to
accommodate the 100-year, 24-hour storm. The design also includes a
three-foot freeboard.
Current Status: The stormwater control measures are being implemented as
discussed above and in accordance with the VFD. The floodplain easement
has been maintained.
c. 45 (F.2)
Proposed as Part of the Project:
The JTD articulates the programs of drainage control structures and
monitoring to inhibit erosion and sedimentation. Proposed structural
controls include the drainage control system and daily cover. Operational
controls include maintenance of the drainage system by keeping ditches
Page 24
