The required separation <br /> from groundwater is being maintained. Liner and LCRS designs are <br /> submitted to the RWQCB for approval prior to construction. Electric testing <br /> of the liner has been performed in the latest cell to be constructed at the site. <br /> Hazardous materials are removed in accordance with Forward's load <br /> checking program. <br /> Identified in EIR: <br /> If any modifications to the leachate collection system and associated <br /> monitoring described in the JTD are required by the RWQCB, the landfill <br /> operator shall implement those changes. <br /> Current Status: The RWQCB has not requested any modifications to the <br /> leachate collection system as described in the JTD. However, Forward will <br /> implement any potential future changes required by the RWQCB. <br /> e. 47 (F.4) <br /> Proposed as Part of the Project: <br /> Proposed measures to address concerns about additional leachate <br /> generation as a result of the combined landfill have been addressed in the <br /> JTD with the presentation of the EPA HELP model results based on the <br /> projected volumes of refuse, and the description of the leachate collection <br /> system designed to meet the maximum probable leachate generated. <br /> Engineering control systems (leachate collection system, drainage control, <br /> groundwater and gas controls), monitoring programs, and institutional <br /> controls have been presented in the JTD currently under review at the <br /> RWQCB. Reporting on leachate generation volume and quality is a <br /> requirement of the RWQCB-stipulated progress reporting through the <br /> various proposed landfilling phases. <br /> The landfill cell anchor trenches will be elevated two to three feet above <br /> the surrounding land to minimize the possibility of water from major storm <br /> events draining into the cells and adding to the volume of leachate. <br /> Current Status: Leachate control and reporting are being conducted as <br /> discussed in the JTD and in accordance with the site's Waste Discharge <br /> Requirements issued by the RWQCB.
