e. PARKING: Off-street parking shall comply with the following: <br /> (1) A minimum of 396 parking spaces was required for Use Permit application No. PA-0300568, <br /> including eight (8) accessible spaces, one (1) of which shall be van accessible. (C.C.R., Title <br /> 24). (0.33 parking spaces required per seat.) (Deveiopment Title Section 9-1015.3) <br /> (2) All parking spaces, driveways, and maneuvering areas shall be surfaced and permanently <br /> maintained with base material of appropriate depth and asphalt concrete or Portland cement <br /> concrete to provide a durable, dust free surface. Bumper guards shall be provided when <br /> necessary to protect adjacent structures or properties. (Development Title Section 9- <br /> 1015.5[e]) <br /> f. ACCESS AND CIRCULATION: Access driveways shall have a width of no less than twenty-five <br /> (25) feet for two-way aisles and sixteen (16) feet for one-way aisles, except that in no case shall <br /> driveways designated as fire department access be less than twenty (20) feet wide. <br /> (Development Title Section 9-1015.5[h][1]) <br /> g. LIGHTING: Lighting shall be provided and comply with the following: <br /> (1) If the parking area is to be used at night, parking lot lighting shall be installed. (Development <br /> Title Section 9-1015.5[g]) <br /> (2) Any lighting shall be designed to confine direct rays to the premises. No spillover beyond the <br /> property lines shall be permitted except onto public thoroughfares, provided, however, that <br /> such light shall not cause a hazard to motorists. (Development Title Section 9-1015.5[g][4]) <br /> h. LANDSCAPING: Landscaping shall be provided and comply with the following: <br /> (1) This project will be required to comply with the Model Water Efficient Landscape Ordinance <br /> Requirement per California Code of reguiations, Title 23, Division 2, Chapter 2.7. <br /> (2) A minimum ten (10) foot wide landscaped strip, respecting the ultimate right-of-way width of <br /> D Street, shall be installed across the frontage of the project site. The strip shall be <br /> continuous except where crossed to by driveways and walkways. (Development Title Section <br /> 9-1020.7) <br /> (3) Any parking areas shall be landscaped as specified in Section 9-1020.5 of the Development <br /> Title. The parking areas shall be provided with a minimum of five percent (5%) of landscaping <br /> within the perimeter of the parking area, not including landscaping along the street frontage. Four <br /> (4)trees shall be planted, evenly spaced throughout the parking lot. <br /> i. SCREENING: Screening shall be provided and comply with the following: <br /> (1) A screen of dense plant materials in such quantity and location as to achieve an effective visual <br /> screen shall be erected along the northern property line of parcel APN: 171-190-23 adjacent to <br /> the existing chain link fence. Development Title Section 9-1022.4[a]) <br /> (2) When plant materials are used for screening, they shall be planted in such a quantity and <br /> location as to achieve an effective visual screen within three (3) years of installation.
