Hazelton Avenue CHAIR Stockton, CA 95205 Jesus Andrade VICE CHAIR Re: PA-1800106(UP,RAA)Deadline: 11/07/19 Andrew T.Chesler Dear Alisa Goulart, EXECUTIVE DIRECTOR MemherAgencies The San Joaquin Council of Governments (SJCOG), acting as the Airport Land Use CITIES OF Commission (ALUC) has reviewed a revision of an Approved Action application with ESCALON, LATHROP, plans (i.e. site plan, elevation, floor plans, landscaping, civil, etc.) for a previously LODI, approved Use Permit for the expansion of a religious assembly. The proposed revision M , , g' ase request for a 12,000 RIPONincludes the following:Ph1 will move the re s ft.multi-purpose RIPON, q' p� STOCKTON, building and instead propose to convert the existing 5,055 sq.ft. into classrooms;Phase TRACY, 2 will replace the request to convert the residence into an administration building and AND THE COUNTY OF SAN the utilization of an existing 672 sq. ft. storage building, and instead construct a 4,000 JOAQUIN sq, ft addition to the classrooms and remove the 672 sq. ft. storage building. The revised project will reduce the total building sq. footage previously approved and reduce the number of spaces and relocate a portion of the parking area. There will be no increase in the church membership. The project is located at 2820 South B Street, Stockton CA (APN: 171-190-23, -36). AIRPORT LAND USE COMMISION'S REVIEW SJCOG as ALUC fords this project compatible with the 2018 San Joaquin County Airport Land Use Compatibility Plan(ALUCP) (haps://www.sicog.org/ALUC). As Airport Land Use Commission, SJCOG recommends reclassifying the existing retention pond as a detention pond. Detention ponds are usually dry, except during or after rainfall, and hold water for short periods of time. ALUC considers retention ponds to be bird attractants that may pose a hazard to aircraft.Please refer to the FAA Advisory Circular "Hazardous Wildlife Attractants On or Near Airports" available at the link below. https://www.faa.gov/forms/index.cf i/go/document.infonnation/doctimentid/186273. SJCOG would like to provide standards and project design conditions that comply with the Airport Land Use Compatibility Plan as a reference guide.
