F <br /> Fduly 1,2002 <br /> NOA ENVIRONMENTAL PROJECT NUMBER LE02-233 <br /> with wild oats, seasonally dry and live grasses, weeds and wild flowers (see Photographs 4 & 5). <br /> There are three (3) cross- fences in disrepair, cutting northerly 1 southerly through the subject <br /> property(see photograph 1, above). Along the eastern most,cross-fence,there was a vinntA_ _e_. Ater (well) <br /> pump andd iping, not in usable condition (see Photographs 6 & 7). Scattered about the subject <br /> property are various examples of trash,. This trash included three small pieces of concrete, a beer can, <br /> two broken plastic buckets,the lid to a freezer, a pallet, some plywood and two sheets of plastic(see <br /> Photographs 8 - 14). There is one transformer observed on the subject property which appeared old <br /> but clean and in good condition without leaks(see Photograph 15). <br /> The residences south of the eastern portion of the subject property have chicken coops on their <br /> properties. The chicken coops have blue "freshwater" barrels surrounding them(see photograph 16). <br /> 3 South of the western portion of the subject property, across Duck Creek, there are residences. <br /> Behind one of these residences there is what appears to be a "junkyard" (see Photograph 17 - 19). <br /> Nowhere along the portion of Duck Creek that flows adjacent to the subject property was there a <br /> sheen on the water at the time of this reconnaissance, including below and downstream of the <br /> junkyard_ To the west,across Duck Creek,there is vacant land. North of the western portion of the <br /> subject property there is a storm-water retention basin(see Photographs 1, above&20)_ North of <br /> the eastern portion of the subject property is a trailer, behind which is a large pile of used tires (see <br /> photographs 1, above & 21). To the east of the subject property, across B Street, there are <br /> residences. Across B Street,two doors south from the southern border of the subject property there <br /> is a pole-mounted transformer (see Photograph 22). Across B Street, three doors north from the <br /> northern border of the subject property there is another pole-mounted transformer(see Photograph <br /> 23). Both transformers appear to be old but in good condition without leaks. <br /> VIII. FINDINGS AND CONCLUSIONS <br /> The subject property has been used as a hay (wild oats) field, however, it is NOA's opinion no (0) <br /> agricultural chemicals have been applied to the subject property. This opinion is based on the facts <br /> that the San Joaquin County Agricultural Commissioner's Office has no records referencing this <br /> property or the previous owner of the property and that hay (wild oats) does not normally warrant <br /> E the use of such chemicals. <br /> There is one transformer observed on the property, the best that could be ascertained, it services <br /> properties across B Street. There are two transformers on the opposite side of B Street. All three <br /> transformers are old,appear to be in good condition without leaks and are owned by PG&E. PG&E <br /> has a policy in place that states their company would remediate any and all releases of oils that could <br /> contain PCBs. <br /> 11 I <br />
