Bachetti Rd., Tracy <br /> The San Joaquin County Development Title Requirements listed below have been identified as <br /> pertinent to this project. Other requirements may also apply. These requirements cannot be <br /> modified. <br /> A. An application for Waste Discharge Requirements must be submitted to the Central Valley <br /> Regional Water Quality Control Board prior to development (California Water Code, Article 4, <br /> Section 13260). The Central Valley Regional Water Quality Control Board is requiring the following <br /> documents to be submitted from dairies that wish to expand: <br /> 1. Form 200 with proof of CEQA compliance. <br /> 2. Waste Management Plan for the expanded herd size. <br /> 3. Nutrient Management Plan for the expanded herd size. <br /> 4. Either individual groundwater monitoring or proof of membership in a groundwater <br /> coalition. <br /> 5. Detailed design plans for any new or expanding wastewater ponds or settling basins; <br /> designs must be approved before construction, and final CEQA documents must be <br /> reviewed before approval to use will be issued. <br /> B. Submit two (2) sets of building plans for review and approval to the Environmental Health <br /> Department prior to issuance of building permits. Plans shall include the design of the entire dairy <br /> facility (milking barn, corrals, free stall housing, shelter sheds, dry cow facilities, calf barns, and <br /> waste water ponds); California Food and Agricultural Code, Division 15, Chapter 5, Article 2, <br /> Section 33481-33487. A $695 plan check fee is required at the time of submittal. <br /> C. All liquid and solid dairy wastes from this operation are to be retained on the premises so as not to <br /> cause a nuisance or a health problem (Porter-Cologne Water Quality Control Act, Chapter 4, <br /> Article 4, Section 13260-13263). <br /> D. All liquid and solid dairy wastes and vector problems associated with this dairy operation are to be <br /> retained on the premises, so as not to cause a nuisance or a health problem (Porter-Cologne <br /> Water Quality Control Act, Chapter 4, Article 4, Section 13260-13263). Any complaints that are <br /> verified against this site will be charged the Environmental Health Department hourly rate of $139 <br /> for response and correction as per Board of Supervisors Resolution B-92-1591. <br />
