Bachetti Rd., Tracy The San Joaquin County Development Title Requirements listed below have been identified as pertinent to this project. Other requirements may also apply. These requirements cannot be modified. A. An application for Waste Discharge Requirements must be submitted to the Central Valley Regional Water Quality Control Board prior to development (California Water Code, Article 4, Section 13260). The Central Valley Regional Water Quality Control Board is requiring the following documents to be submitted from dairies that wish to expand: 1. Form 200 with proof of CEQA compliance. 2. Waste Management Plan for the expanded herd size. 3. Nutrient Management Plan for the expanded herd size. 4. Either individual groundwater monitoring or proof of membership in a groundwater coalition. 5. Detailed design plans for any new or expanding wastewater ponds or settling basins; designs must be approved before construction, and final CEQA documents must be reviewed before approval to use will be issued. B. Submit two (2) sets of building plans for review and approval to the Environmental Health Department prior to issuance of building permits. Plans shall include the design of the entire dairy facility (milking barn, corrals, free stall housing, shelter sheds, dry cow facilities, calf barns, and waste water ponds); California Food and Agricultural Code, Division 15, Chapter 5, Article 2, Section 33481-33487. A $695 plan check fee is required at the time of submittal. C. All liquid and solid dairy wastes from this operation are to be retained on the premises so as not to cause a nuisance or a health problem (Porter-Cologne Water Quality Control Act, Chapter 4, Article 4, Section 13260-13263). D. All liquid and solid dairy wastes and vector problems associated with this dairy operation are to be retained on the premises, so as not to cause a nuisance or a health problem (Porter-Cologne Water Quality Control Act, Chapter 4, Article 4, Section 13260-13263). Any complaints that are verified against this site will be charged the Environmental Health Department hourly rate of $139 for response and correction as per Board of Supervisors Resolution B-92-1591.
