Individual WDRs require proof of CECIA compliance.Will San <br /> Joaquin County be CEQA lead for this project? <br /> At this point, due to staffing constraints, we are way behind in issuing individual WDRs for expanding dairies.We are <br /> requiring the following documents from dairies that wish to expand: <br /> 1. Form 200 with proof of CEQA compliance <br /> 2. Waste Management Plan for the expanded herd size <br /> 3. Nutrient Management Plan for the expanded herd size <br /> 4. Either individual groundwater monitoring or proof of membership in a groundwater coalition (most dairies are <br /> members) <br /> 5. Detailed design plans for any new or expanding wastewater ponds or settling basins—designs must be approved <br /> before construction, and final CQA docs must be reviewed before approval to use will be issued. <br /> We will review these documents, but we cannot predict when WDRs would be drafted for Board consideration. If a dairy <br /> wished to proceed with an expansion once the above documents are deemed complete,they can, provided that they <br /> implement the WMP prior to expanding the herd. <br /> If you make the expansion conditional on receiving WDRs from us, I have no idea when they would be able to expand. If <br /> the county is not going to serve as CEQA lead, I have no idea when we would have time available to fill that role. If the <br /> county serves as CEQA lead, and we receive complete documents as listed above,the dairy would be able to expand <br /> (from our perspective, and at their own risk)once we deem the documents complete. —Charlene <br /> Charlene M.
