The Application Number is UP-01-7. The document
briefly describes plans to construct a cheese manufacturing facility.
Disposal of domestic wastewater is not adequately described in the Application Referral. Treatment,
storage, and disposal of industrial wastewater is not described at all in the Application Referral.
Manufacturing cheese generates industrial wastewater that can generate offensive odors and impact the
quality of groundwater. If wastewater is generated and treated, stored, or disposed on site, Waste
Discharge Requirements (WDRs) are required. The property owner shall submit a Report of Waste
as
rior to discharging wastewater at the site. Submittal of the RWD is
WD
at least 120 d gl g
' char e Y P
Discharge (RWD)g
the
is required,
required by California Water Code Section 13260. If groundwater dewatering
owner/operator shall submit a RWD to apply for a National Pollutant Discharge Elimination System
(NPDES)permit at least 120 days prior to initiating dewatering activities.
Depending on the Standard Industrial Classification(SIC)code of the final project, compliance with the
National Pollutant Discharge Elimination System(NPDES)General Permit No. CAS000001 for
Discharges of Storm Water Associated With Industrial Activities may be required. The SIC codes of
activities requiring coverage are listed in the General Permit. In order to obtain coverage by the General
t to comply with the permit(NOI) to the State Water
Permit, the proponent must submit a Notice of Inten
Resources Control Board and a Storm Water Pollution Prevention Plan(SWPPP)must be prepared.
Because construction associated with the project will disturb more than five acres or is part of a larger
that encompasses five or more acres, the property owner needs to obtain
common pian of developmentP
IDES General Permit
I permit coverage under the National Pollutant Discharge Elimination System(NPDES)
No. CAS000002 for Discharges of Storm.Water Associated With Construction Activity. Before
construction begins, the proponent must submit an NOI to comply with the permit to the State Water
Resources Control Board and a SWPPP must be prepared.
