C. The Traffic Impact Mitigation Fee will be-required for this development. The fee is due and payable at the time of building permit application. (The fee currently is $156.25 per daily trip-end generated in the Lodi area. The fee shaft be automatically adjusted July 1 of each year by the Engineering Construction Cost Index as published by the Engineering News Record.) The applicant shall provide written confirmation from the water providers that improvements have been constructed or financial arrangements have been made for any improvements required by the agency and that the agency has or will have the capacity to serve the proposed development.
