PUBLIC HEALTH SERVICES pAouN..
SAN JOAQUIN COUNTY
ENVIRONMENTAL HEALTH DIVISION t:
Karen Furst, M.D., M.P.H., Health Officer
304 East Weber Avenue, Third Floor • Stockton, CA 95202 lFoaa
209/468-3420
February 23, 2000
FIag City
c/o Dillon and Murphy
1820 W. Kettleman Lane
Lodi CA 95242
SUBJECT: -,FLAG CITY,,UT--O'--27 and SA-99-102
Dear Mr. Dillon:
As requested during the meeting held in our office on February 15, 2000, this letter is written to clarify
the notation regarding MTBE contamination contained in the San Joaquin County Public Health Services
Environmental Health Division (PHS/EHD)comment letters for SA-99-102 and UP-99-27.
Soil or groundwater contamination:.has not been identified on the properties associated withUP-99-27 or ;
SA-99-102, located at 6120 West Banner Street and 6428 West Banner Street, respectively. However,
within the Flag City development, soil and groundwater contamination with MTBE has been documented
at the Chevron station located at 6421 Capitol Avenue (APN 055-150-23). The groundwater
contamination plume has been shown to be moving in a westerly direction and has now been detected in
the drinking water well on parcel 055-150-25 (Rocky's Restaurant) and in monitoring wells on parcel
005-150-26 (Three B's Truck Stop) along the west side of Thornton Road, outside of the Flag City
development. The subsurface environmental investigation perfonned to date points to the underground
storage tank systems at the Chevron station as the primary source of the MTBE release.
State law currently does not require the public water system supply wells for San Joaquin County Service
Area 31 to be routinely sampled for MTBE. However, these wells will be sampled as part of the ongoing
investigation and monitoring of the Chevron contamination plume.
Copies of water sample results submitted to our office may be obtained by completing the enclosed
"Public Records Release Application." Should you have any additional questions, please contact me at
(209)468-3431.
Sincerely,
curie Cotulla, REHS, Program Manager
Environmental Health Division
Enclosure
c.
